Summary of the contracting process

Durham County Council procured a framework for competent and accredited contractors to carry out Legionella risk assessments across approximately 525 premises. The work covers offices, public buildings, educational establishments, leisure facilities, communal areas, fire stations and sports pavilions. This is a specialist inspection and environmental services requirement, including assessment of water-system risks and reporting suitable control measures. Delivery is across the Durham area and associated council premises. The framework can also be used by academy schools and multi-academy trusts in the North East, maintained schools in County Durham, County Durham and Darlington Fire and Rescue Service, Believe Housing, parish and town councils, and other agreed public organisations that enter the required access arrangements with Durham County Council.

The procurement is complete and the framework was awarded to Churchill Contract Services Limited on 27 May 2026; the contract was signed on 18 July 2026. It used an above-threshold open procedure, with one framework provider and no reopening of competition for call-off contracts. The tender estimate was £255,600 gross, while the awarded and contracted value is £396,200 gross, all in GBP. The framework runs from 1 August 2026 to 31 July 2028, with an option to extend to 31 July 2030. The tender deadline was 17 April 2026 at noon, following an enquiry deadline of 27 March 2026. Evaluation weighted price at 50%, with experience, an assessment example, contract management, methodology and social value each weighted at 10%. Thirteen bids were received, including nine from SMEs.

This requirement demonstrates recurring demand from Durham County Council and its partner public-sector organisations for a single specialist provider capable of managing Legionella risk assessments at considerable scale. A credible competitor would need Legionella Control Association accreditation or an equivalent qualification, demonstrable experience of comparable risk assessments, robust contract-management systems and a clear delivery methodology. Evidence should include a strong sample assessment and the ability to coordinate work across varied premises such as schools, leisure sites, offices, fire stations and communal facilities. Suppliers must also demonstrate sound financial standing, appropriate insurance, compliance with health and safety requirements, environmental compliance, and adherence to equality and diversity law. Social value performance formed part of the assessment, and SME participation was considered suitable.
