Summary of the contracting process

Newcastle City Council has procured independent advocacy support for parents involved in child protection and court cases. The service is intended to provide consistent and reliable support across Newcastle upon Tyne, within the Council’s boundary. It is a health and social work service, covering advocacy delivered directly to parents during child protection proceedings and court cases. The requirement is for one provider or providers able to work with the Council and deliver the service across the city. The contracting authority is Newcastle City Council, a sub-central public authority. This opportunity is relevant to organisations providing independent advocacy, family support or specialist social care services for parents facing statutory child protection intervention and related legal proceedings.

The procurement is complete and has been awarded through a below-threshold direct award without competition, under the light-touch regime. Families in Care was awarded the contract on 24 July 2026 for £358,647, including gross value, in GBP. The tender described an annual budget of £119,549. The awarded contract is scheduled to run from 1 October 2026 to 30 September 2028, with two six-month extension options and a maximum possible end date of 30 September 2029. The award is active, and the planned contract signature date is 1 September 2026. One lot covered the full requirement. The award relates to services delivered within Newcastle upon Tyne and is below the applicable threshold.

This award demonstrates established demand from Newcastle City Council for specialist, independent advocacy supporting parents through child protection and court proceedings. A credible competitor for a future requirement would need practitioners able to work directly with parents in complex statutory social care and legal settings, understand child protection processes and court cases, and provide advocacy that is consistent across a city-wide service. The successful supplier is an SME, indicating that delivery is suitable for a focused specialist organisation rather than only a large national provider. Relevant strengths include reliable case support, the ability to maintain continuity for parents, and capacity to coordinate provision across Newcastle. Organisations with proven independent advocacy or family-support delivery and experience working alongside councils and legal or social care professionals are best placed.
