Summary of the contracting process

Brighton and Hove City Council is in the planning stage of re-procuring its services related to Money Management and Money Advice for Council Tenants. The procurement is divided into two lots: Lot 1 covers Money Management, with a contract value of £750,000 excluding VAT, and Lot 2 is focused on Money Advice for Council Tenants and Leaseholders, valued at £100,000 excluding VAT. The engagement process with the market aims to refine requirements, and interested parties are encouraged to respond to questionnaires by 30th March 2026 to explore opportunities on these services. The procurement method involves a competitive flexible procedure, targeting the services industry, particularly those providing health and social work services within the UKJ21 region. The procurement aligns with sub-central governmental needs, and the anticipated contract start date is 1st April 2027.

This tender presents a strategic opportunity for organisations capable of providing comprehensive financial management and support services. Businesses with expertise in handling complex client needs, including mental health issues, learning disabilities, and substance misuse, would be well-suited to compete. SMEs and voluntary, community and social enterprises (VCSEs) are particularly encouraged to engage, given the Council's emphasis on personal and trauma-informed support. With the extensive market engagement process underway, companies specialising in delivering financial outcomes such as maximising benefit entitlements and resolving personal debts will find avenues for significant growth and partnership with the council, potentially benefiting from the ongoing services operated by external providers and aligning with Financial Conduct Authority regulations.
