Summary of the contracting process

Brighton and Hove City Council is undertaking a procurement process for the "Money Management & Advice 2027" contract, currently in the tender stage. This process involves two main services—Money Management and Cash Handling for Adults with Care Needs and Money & Debt Advice for Council Tenants and Leaseholders. The Council is using a competitive flexible procedure to award these contracts, which will be operational from a central base in Brighton & Hove. Key dates include a submission deadline of 11th September 2026 and an award period ending on 16th October 2026. The total contract value is estimated at £4,150,000, covering services in the health and social work industries, as well as other community services within the UKJ21 region.

This tender offers significant opportunities for businesses specialising in financial service solutions, particularly those experienced in handling sensitive social care needs or offering debt advice. The procurement process favours bids that balance price and quality equally, presenting ideal conditions for SMEs and VCSEs (Voluntary, Community, and Social Enterprises) that can deliver tailored financial management services. Organisations with the requisite regulatory permissions, such as those registered with the Financial Conduct Authority or DWP as a Corporate Acting Body, are especially well-suited to tender. Successful delivery of these services can enhance business growth by securing a long-term public sector contract with a possible two-year extension.

Tenders will be evaluated on the following award criteria and weightings: price 50% and quality 50% [Total=100%]. The scores a Bidder achieves for quality and price within each Lot will be weighted as per the above percentage and then combined to give the Bidder's overall score for that Lot. Overall scores will be used to rank the Bidders to identify the most advantageous tender with the highest ranked Bidder for each Lot being awarded the contract. Preferred Supplier stage: The Council reserves the right to include a Preferred Supplier stage following conclusion of the initial evaluation process. The highest scoring Bidder(s) will be invited to a negotiation discussion to clarify or confirm any commitments made in the tender and/or engage in post-tender negotiation. The Council reserves the right to award without undertaking the Preferred Supplier stage, for either or both Lots."
