Summary of the contracting process

HM Revenue & Customs (HMRC), a central government public authority located at 100 Parliament Street, London, is advancing with the awarding stage of a procurement titled 'HMRC DCE Migration Optimisation Licence Discovery'. This procurement involves services within the technical analysis or consultancy industry category, aimed at supporting migration optimisation as HMRC transitions its legacy data centres to Hyperscaler-run public cloud setups. The process is a direct award, necessitated by urgent requirements to meet accelerated timelines, with the contract period scheduled from 30 March 2026 to 30 September 2027, and provision for a 12-month extension. The final award signature is expected by 27 March 2026, and SYNYEGA LIMITED, a small-to-medium enterprise based in Warrington, has been identified as the supplier.

This tender presents significant business growth opportunities for providers of technical consultancy services, particularly those experienced in data centre migration and optimisation. Companies adept in managing urgent and technically complex projects may find this contract rewarding, given HMRC's strategic intent to reduce technical debt and bolster resilience, thus facilitating service modernisation. The procurement method underscores the need for a skilled incumbent supplier to seamlessly manage the transition without disproportionate technical disruptions, suggesting that businesses with previous government sector engagements or similar migration expertise could effectively compete for related future tenders.

Notice Title

HMRC DCE Migration Optimisation Licence Discovery

Notice Description

Data Centre Exit (DCE) Migration Optimisation Licence Discovery Support (Professional Service).

Procurement Information

Urgent requirement to meet accelerated DCE programme schedule, as HMRC exits legacy data centres, for which there is a hard deadline, to a Hyperscaler run public cloud. Section 41 'Direct Award in Special Cases'. * Paragraph 6 'Single supplier' - an absence of competition for technical reasons means only the incumbent supplier can supply the services required, on time/budget, and there are no reasonable alternatives, that could meet the accelerated DCE timelines. * Paragraph 7 'Additional or Repeat Services' by the existing supplier where the services are an extension to, or partial replacement of existing services where a change in supplier would result in disproportionate technical difficulties in operation or maintenance. * Paragraph 13 'Urgency' where the services are strictly necessary for reasons of extreme or unavoidable urgency, i.e. a hard exit for legacy data centres, and a contract cannot be awarded on the basis of a competitive tendering procedure.
