The immediate need to secure additional Discharge to Assess Pathway 3 capacity, in order to support safe and timely hospital discharge, could not be met within the timescales required for a competitive procurement process. The Integrated Care Board has therefore relied on the urgent circumstances provision under Regulation 14 of the Health Care Services (Provider Selection Regime) Regulations 2023.
