Summary of the contracting process

Shropshire Council is in the planning stage of a procurement process, focusing on the commissioning of the "CMCV 114 - Specialist Holiday Club Provision" for children with Special Educational Needs and Disabilities (SEND) and/or complex health needs. The procurement falls under the health and social work services category, specifically targeting child daycare services. The process is set to take place in Shrewsbury, with Market Engagement Events scheduled for 23rd April and 7th May 2026, designed to gather feedback from potential suppliers. Interested parties must confirm attendance by 20th April 2026. Although the current stage is planning, a short break service for children aged 5 to 18 is envisaged to commence on 1st October 2026, potentially running until 2031.

This procurement opportunity presents substantial growth potential for organisations involved in children's services, SEND education, and health care sectors. Shropshire Council is exploring innovative delivery models, inviting participation from schools, academies, trusts, and established partnerships or consortiums. The service is pivotal for facilitating leisure and fun activities for children, thereby helping parents to maintain their caregiving responsibilities effectively. The estimated gross value of the tender is £300,000, offering a significant opportunity for organisations committed to supporting disabled children's welfare and contributing to their community-driven services. The procurement approach follows a light-touch regime, which encourages flexibility and creativity among service providers.

Notice Title

CMCV 114 - Specialist Holiday Club Provision

Notice Description

THIS IS NOT A CALL FOR COMPETITION. THIS IS A MARKET ENGAGEMENT. Short breaks are a vital support service for families with disabled children and young people. When making commissioning and funding decisions local authorities must ensure that regard is paid to all the relevant legal duties, in particular the short breaks duty in The Children Act 1989 and the duties in the Breaks for Carers of Disabled Children Regulations 2011. Key legislation and requirements: *Legal Duty: Local authorities must provide breaks designed to meet the needs of carers, and children with a disability including overnight, day-time, weekend, and school holiday services. *Purpose: To enable children to enjoy fun activities while supporting parents to continue caring more effectively. *Target Group: Primarily disabled children and their families, but also includes other "children in need". *Service Types: Activities can range from community-based, like youth clubs, groups activities and excursions, to residential, or in the child's own home. Shropshire Council is undertaking preliminary market engagement to inform and help shape the future commissioning of a Short Break Holiday Club(s) for children and young people with SEND (Special Educational Needs and Disabilities) and/or complex health needs during school holidays. Short breaks services are intended to provide play and leisure opportunities for children and young people aged from 5 years old until their 18th birthday whose needs cannot be met within mainstream provision. For many years the council has been working in partnership with established providers of children's services and third sector organisations, however, we are keen to explore with the market alternatives to this, which includes working with schools, academy's and Trusts, and would be keen to explore new and creative delivery models, including partnerships and consortium arrangements. This procurement is suitable for participation by schools, academies, and trusts.

Planning Information

In order to gather insight and feedback from potential suppliers we are holding Market Engagement Events which will be delivered through the following activities - 1. A Provider Event on Thursday 23rd April which will be an in-person event held in The Whitchurch Room, The Guildhall, Shrewsbury. This will be open to national and local providers of children’s services, as well as Shropshire based SEND Academies and Trusts. The session will outline the councils current commissioning arrangements for all short breaks for children with SEND and/or complex health needs, confirm what we would like to achieve through this commissioning opportunity and seek market feedback on how we can achieve the outcomes we require. Please email commissioning@shropshire.gov.uk to confirm attendance by 5pm Monday 20th April 2026. 2. A further Provider Event on 7th May. It is anticipated that this will be an online event via Microsoft Teams. This will build on the insight from the April Market Engagement Event and other collaborative and coproduction events, with the aim of informing our commissioning intention.
