Summary of the contracting process

The British Council is seeking consultancy services for its Disability Inclusion framework, with a gross budget of £16 million. The project is managed by a public authority of sub-central government, located in Stratford, London. The procurement process follows an open procedure, emphasised by the main procurement category of services, particularly research and development consultancy services. Submissions can be made electronically by 13 May 2026, with potential suppliers having until 20 April 2026 for enquiries. The framework is designed to operate until 18 June 2032, allowing beneficial partnerships to increase the cultural engagement department's impact across arts, education, and community inclusivity. The award phase is expected to be concluded by 8 June 2026, following the outlined tender process.

This tender presents a lucrative opportunity for businesses specialising in research and consultancy within the scope of disability inclusion. Those with expertise in sectors such as arts, education, or community development will find the framework especially relevant, offering engagement routes via direct awards or mini-competitions. The procurement is open to small and medium-sized enterprises (SMEs) as well as voluntary, community and social enterprises (VCSEs), thus fostering diverse supplier involvement. Participating businesses can improve their market presence while contributing to global initiatives in education quality and creative sector connectivity fostered by the British Council's multinational programmes.

Notice Description

The British Council is a UK international organisation that supports peace and prosperity by building connections, understanding and trust in the Arts, Education and English between people in the UK and countries worldwide. Our people and our partners experience a culture that promotes excellence, respect, inclusion and diversity. Our work is based on building meaningful, enduring and respectful relationships across different cultures. This is reflected in placing equality, diversity and inclusion at the core of our work. This includes working in different arts forms such as film, theatre and dance and literature as well as supporting creative economies working with cultural institutions to address development and social challenges. Education: We work with educational institutions and professionals at school level, in vocational education and higher education to open up new opportunities for collaboration and improving systems and learning. Inclusive Communities: We work on non-formal education to support young people to develop life-skills including citizenship, media literacy and leadership. English and School Education: We contribute to raising the quality of education in schools and improving standards of English language and life skills worldwide. Please note also the budget is indicative and not any guarantee of spend over the life of the framework.
