Summary of the contracting process

The British Council is procuring consultancy services for disability inclusion through a framework. The work supports the organisation’s international arts, education, inclusive communities, and English and school education programmes, with equality, diversity and inclusion embedded across its activities. The requirement is classified as research and development consultancy services (CPV 73200000). It is intended to support work delivered across the countries and communities where the British Council operates worldwide, rather than at a single UK site. The framework is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Relevant suppliers are likely to be disability inclusion specialists, research and evaluation consultancies, universities, development organisations, and consultants able to work across cultures and international programmes.

The procurement is complete and has reached award stage following an open procedure. The framework lot has an indicative gross value of £16,000,000, with no guarantee of spend. Twenty-eight bids were received, including 16 from SMEs and seven from VCSEs. A pending award dated 10 August 2026, valued at £207,720 gross, was made to 13 suppliers: Erika Trabucco; Economic Research Services Limited; Edinburgh Innovations Limited; Education Development Consult Ltd; Francesca Peruzzo; LSE Enterprise Ltd; The National Development Team for Inclusion; Tim Wheeler Arts; University of Salford; RTN Zero Consulting Ltd; Rasha Arnest; SarahPickthall.com; and University of Wolverhampton. The award covers 24 August 2026 to 23 August 2032. Framework work may be placed by direct award or mini-competition. Evaluation was based on quality.

This opportunity shows sustained demand from the British Council for disability inclusion consultancy across international arts, education and community programmes. A credible future competitor would need demonstrable expertise in disability inclusion, equality, diversity and inclusion, alongside the ability to provide research, advice, evaluation or development consultancy. The supplier group indicates that the buyer is willing to use individual consultants, specialist SMEs, VCSEs, universities, research organisations and larger consultancies. Experience of working with education systems, cultural programmes, inclusive communities and international partners would be relevant, as would the capacity to work across different countries and cultural contexts. Suppliers should be prepared to compete either for individual assignments through direct award arrangements or against other framework suppliers in mini-competitions, with the quality of the proposed approach central to evaluation.
