Summary of the contracting process

Derry City and Strabane District Council procured occupational health services for its workforce of approximately 1,000 employees, including staff living in cross-border areas. The service supports employee health, wellbeing and attendance, and must operate in line with the Council’s policies, statutory obligations and recognised good-practice standards. The provider is also expected to work within established Council processes, standardise procedures where possible to improve efficiency and value for money, and manage a smooth transition and implementation in collaboration with the Council. This is a health services contract, specifically company occupational health provision, delivered for the Council in Derry and the surrounding Northern Ireland area. The requirement is for services rather than goods or construction works.

The procurement is complete and the contract was awarded through a below-threshold open competition. One lot was used. Tenders closed at 12:00 on 24 April 2026, and enquiries closed at 12:00 on 10 April 2026. Three bids reached the final stage, all from SMEs. Optima Heath UK Ltd was awarded the contract on 5 August 2026 for £100,800 gross. The awarded contract period runs from 9 September 2026 to 31 August 2029. The lot had an estimated gross value of £140,000, with a planned contract period from 30 June 2026 to 30 June 2029. The procurement was evaluated using criteria set out in the Council’s tender documents. The original submission route was electronic through eTendersNI.

This award shows established demand from a district council for an end-to-end occupational health provider supporting a workforce of around 1,000 people. Suppliers well placed for comparable work would be able to demonstrate qualified and experienced occupational health delivery, with the capacity to support employee wellbeing, attendance management and staff working across cross-border areas. Credibility would also depend on aligning services with public-sector policies, statutory duties and recognised best practice, while fitting into existing Council processes. The requirement places practical weight on service transition, collaborative implementation and consistent procedures that improve efficiency and value for money. Providers able to manage a dependable workforce health service, work constructively with Council teams and evidence effective operational standardisation would be relevant competitors when this type of requirement next reaches the market.
