Summary of the contracting process

NHS Coventry and Warwickshire Integrated Care Board commissioned a specialist community gynaecology service for Coventry and Warwickshire. The service is an existing community healthcare provision and is intended to meet local patients’ needs through specialist gynaecological care. NHS Arden and Greater East Midlands Commissioning Support Unit acted on behalf of the Integrated Care Board in the procurement. The requirement is classified as gynaecological or obstetric services and falls within the healthcare services category. Delivery is focused on the Coventry and Warwickshire area. The successful provider is an existing provider, indicating that continuity of service and an understanding of local healthcare pathways are important features of the requirement.

The procurement used an open procedure under the Provider Selection Regime competitive process. The award decision was made on 19 March 2026, and tenders closed on 20 April 2026 at 5pm. SWGP Ltd received the highest combined weighted score and was awarded the single lot; the contract was signed on 17 July 2026. The contract value is £2,489,738, against an estimated procurement value of £2,491,095. The initial contract period runs from 1 October 2026 to 30 September 2029, with an option to extend by up to two years to 30 September 2031. Evaluation weighted quality and innovation at 40%, access and health inequalities at 26%, integration and sustainability at 20%, social value at 10%, and value at 4%, with a separate value pass/fail test.

This award demonstrates demand for an established specialist community gynaecology service in the Coventry and Warwickshire health system. A credible future competitor would need clinical capability in specialist gynaecology, the operational capacity to deliver a community-based service, and the experience to integrate with local NHS pathways and partner organisations. The evaluation shows that clinical quality and innovation carry the greatest influence, followed by improving access, reducing health inequalities and facilitating patient choice. Evidence of collaboration, service sustainability and measurable social value would also be important. The successful provider passed the basic selection criteria and was an SME. Eight bids were received, seven from SMEs, indicating that the requirement can attract smaller healthcare providers as well as larger organisations.
