Summary of the contracting process

Bristol Waste Company is procuring receipt, processing and recycling services for hardcore and soil waste collected from household DIY activities in Bristol. The requirement covers accepting the waste, applying a recycling process, reusing or marketing the recovered material, and disposing of all residual waste through appropriate licensed facilities. Bristol Waste Company may deliver the waste to the contractor’s treatment or delivery site, or the contractor may collect it and transport it to the treatment site. The work is a waste treatment and recycling service, classified under refuse and waste-related services and refuse disposal and treatment. It supports Bristol Waste Company’s statutory household waste collection and disposal responsibilities on behalf of Bristol City Council, serving Bristol and the surrounding South West England area.

The procurement is complete and the contract has been awarded through an open procedure. Neal Soil Suppliers Ltd, a Cardiff-based SME, was selected for the single lot. The award date is 27 July 2026, with a gross awarded value of £412,579 including VAT and a stated value of £343,816 excluding VAT. The original estimated lot value was £342,000 gross. The awarded contract period is 11 August 2026 to 10 August 2028, with two possible 12-month extensions, allowing a maximum end date of 10 August 2030. The award remains pending signature, with the standstill period ending on 6 August 2026. Evaluation weighted price at 60%, quality at 30% and sustainability at 10%. Two bids reached the final stage.

This requirement is relevant to waste operators, soil and aggregate processors, recycling businesses and licensed treatment facilities able to handle hardcore and soil waste at commercial scale. A credible competitor would need a proven process for receiving and recycling the material, with practical arrangements for either contractor collection or delivery by Bristol Waste Company. It would also need to secure and demonstrate all permissions and licences required for waste handling and processing, and have access to appropriate licensed facilities for residual waste disposal. Capability to reuse or market recycled outputs is important, as is control of the full treatment chain and associated costs. The award shows that Bristol Waste Company’s requirement attracted competition, including an SME, and that price, service quality and sustainability all influenced selection.
