    "description": "This contract has been awarded under the urgent circumstances provision of the Provider Selection regime (PSR). The contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The Trust has applied the urgent-circumstances provision under the Health Care Services (Provider Selection Regime) Regulations 2023 to award a short-term contract for the delivery of insourced urology services utilising the NHS SBS Insourcing of Clinical Services Framework Agreement (SBS10203). An urgent award was required to ensure the safe and timely delivery of essential diagnostic and outpatient activity funded through the Sprint initiative, which required service delivery to be completed before the end of March. Proceeding with a full PSR process prior to award would have resulted in delays that posed risks to patient safety due to waiting-time pressures and jeopardised the Trust's ability to meet Sprint deadlines. The contract term has therefore been limited to the period necessary to address the immediate operational pressures and to enable the Trust to undertake a relevant PSR process at the earliest practicable opportunity, should an ongoing need remain. The decision to make this urgent award was taken through the Trust's established governance processes by individuals with the appropriate delegated authority. No conflicts of interest, or potential conflicts, were declared by any individuals involved in the decision-making or approval process. All conflict-of-interest requirements were managed in accordance with Trust policy and the PSR regulations.",
