Summary of the contracting process

The Waste & Resources Action Programme (WRAP) has completed the procurement process for the Newport HWRC design under the Call off FRA081 framework, LOT 2. This procurement involved developing high-level designs for a new Household Waste Recycling Centre (HWRC) in Newport, aiming to serve over 74,000 households more effectively. The site, identified at Tatton Road, Newport, is currently owned by the Welsh Government. SLR Consulting Limited, based in London, has been awarded the contract worth £32,781.51 GBP. The procurement stage has reached award, with the procurement method noted as direct and below threshold, which did not require competition. The contract is set to commence on 26 March 2026 and conclude on 31 March 2026, falling under the industry category of environmental engineering consultancy services.

This procurement opens up avenues for businesses specialising in environmental consultancy and waste management systems to contribute to community-focused and sustainable waste facilities. Given the project's emphasis on reuse, recycling, and educational initiatives, firms with a focus on sustainability and operational expertise are well-suited to compete in such specialised tenders. Large organisations like SLR Consulting Limited demonstrate the potential for substantial contracts for businesses that align with the project's objectives. For companies that operate in the environmental engineering and consultancy fields, there is a notable opportunity to engage in public sector projects that prioritise innovative waste management solutions.

Notice Title

Newport HWRC design (Call off FRA081: Local Authority Support and Waste Composition Analysis Framework, LOT 2)

Notice Description

The aim of this piece of work is to develop high level designs for a new HWRC in Newport. Newport City Council (NCC) currently only have a single HWRC to serve over 74,000 households and are looking to develop a second HWRC facility. A potential site has been identified at Tatton Road, Newport. The location of the site is shown below, the site is currently owned by Welsh Government. Previous work, supported by WRAP Cymru, has been undertaken to scope the site requirements and develop a site design for a hypothetical site in 2017. Newport CC now wish to understand what a HWRC facility at Tatton Road may look like, and the potential costs to develop the site. WRAP is working with NCC to produce high level designs and help understand the budget and time needed to develop the site to be able to accommodate an HWRC. Below is a list of the specific requirements and activities which it is anticipated will be required. Newport CC are looking to develop a HWRC facility which is multi-functioning, community-focused HWRC site that focuses on moving material up the waste hierarchy. The site should integrate and prioritise reuse and recycling, education, and sustainability objectives throughout the site.
