Summary of the contracting process

East Lancashire Hospitals NHS Trust and Blackpool Teaching Hospitals NHS Foundation Trust procured taxi services for Royal Blackburn Teaching Hospital, Burnley General Teaching Hospital and Blackpool Victoria Hospital. The work covers non-emergency patient transport, staff transport, ad hoc pick-ups and drop-offs, and transport of clinical items including samples and case notes. It is a passenger and healthcare logistics service delivered around each hospital. The main category is taxi services (CPV 60120000). Royal Blackburn and Burnley requirements serve the geographical areas around those hospitals, while the Blackpool requirement serves the area around Blackpool Victoria Hospital. The procurement was divided between the two East Lancashire hospital locations and the Blackpool hospital, with one service requirement for each location.

The procurement is complete and contracts were awarded through an open procedure using the Most Advantageous Tender approach. Evaluation was 40% price, 50% quality and 10% social value. Bidders could bid for, and be awarded, up to two lots. Lot 1, Royal Blackburn, was awarded to IROAM Private Hire on 13 July 2026 for £277,984.65 excluding VAT (£333,581.58 including VAT). Lot 2, Burnley General, was awarded to CMA Partnership Limited trading as Cavalier Taxis on 13 July 2026 for £104,471.70 excluding VAT (£125,366.04 including VAT). Lot 3, Blackpool Victoria, was awarded to C Cabs on 13 July 2026 for £258,353 excluding VAT (£310,023.06 including VAT). All contracts were signed and run from 1 September 2026 to 31 August 2029, with optional extensions of 12 months plus a further 12 months; the latest possible end date is 31 August 2031.

This award shows sustained NHS demand for locally based taxi operators able to support hospital transport rather than ordinary private-hire journeys alone. A credible future competitor would need reliable coverage around the relevant hospital, sufficient vehicles and drivers for patient, staff and clinical-item movements, and the capacity to meet response-time commitments. The service also requires enhanced DBS checks for all staff involved, valid driving licences, appropriate clothing and photo identification, legally compliant vehicles, and cleaning after every journey under hospital infection-control procedures. Suppliers need robust incident handling, including rapid reporting of serious harm, complaint responses, lessons-learned processes and tested business-continuity arrangements. Strong monthly management information, electronic invoicing with detailed Excel charging data, and participation in service-review meetings are also central to delivery. The criteria show that quality and social value matter alongside price, and that SMEs and VCSEs were considered suitable.
