The award of this contract without prior publication in the Official Journal of the European Union (OJEU) or the Find a Tender Service (FTS) is lawful because the procurement was carried out under an existing, lawfully established framework agreement. Under the Public Contracts Regulations 2015 (PCR 2015), once a framework has been set up in compliance with the required advertising and competition rules, individual call-off contracts awarded under that framework do not require a new contract notice.
