Provision of Installation, Plant Commissioning and waste handling for the Waste Projects within Dungeness A site

Procurement Information

Waste related projects have been executed at Dungeness A for a number of years in support of the overall aim to decommission the site. Delivery of installation and commissioning of plant and equipment and waste movements during this time has been delivered by Altrad Babcock Limited who have been embedded in the site for over three years. NRS intends to make a direct award (new contract) to Altrad Babcock Limited in accordance with Section 41 of the Procurement Act 2023 Paragraph 7 of Schedule 5, this new contract will be a continuation of the service already being supplied by Altrad Babcock Limited. Awarding the contract directly to Altrad Babcock allows continuity of the service provision preventing avoidable delays and inefficiencies. They are fully mobilised, familiar with our site-specific processes, and embedded within our ways of working. Altrad Babcock's methodology and approach would be difficult for another contractor to replicate and will likely result in a difference that will cause technical difficulties for the contractor and NRS. Several work packages are currently in progress, and introducing a new Contractor at this stage would create a significant risk of disruption. A change in provider would necessitate time consuming knowledge transfer, reestablishment of working relationships, and onboarding to our operational environment. These factors would likely result in delays, reduced productivity, and potential cost impacts. NRS considers Paragraph 7 applies, as the services provided by Altrad Babcock Limited are critical to the ongoing decommissioning of Dungeness A and it would be difficult for another contractor to replicate the existing methodology and approach for the provision of Installation, Plant Commissioning and waste handling for the Waste Projects within Dungeness A site. Following completion of this novated contract, all future requirements will be progressed through NRS's established procurement processes and in continued compliance with the Procurement Act 2023 (PA23). Altrad Babcock Limited is neither an excluded or excludable supplier. A Contract Award Notice and Contract Details Notice will follow in accordance with Procurement Act 2023.
