1. Introduction
Nuclear Restoration Services (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA), with responsibility for the safe decommissioning of the first generation of nuclear power stations and research sites across the UK.
NRS is preparing to commence the next phase of the Steam Generating Heavy Water Reactor (SGHWR) decommissioning programme at its Winfrith site. As part of this phase of works, NRS intends to appoint a Delivery Partner to provide specialist design, engineering, and programme support to the ongoing Scheme Design and subsequent Detail Design phases of the project.
NRS are seeking a Delivery Partner to work collaboratively with the internal NRS team, primarily to stabilise and mature an early-stage design, currently at varying levels of completeness. NRS will retain overall design ownership and direction.
This Market Engagement Notice is issued to gauge interest, understand capability across the supply chain, and initiate early discussions ahead of a formal tender process. An on-line project information presentation will be given on Tuesday 21st April 2026 where further project details, commercial approach and technical requirements will be presented.
2. Summary of Opportunity
NRS seeks to engage a suitably qualified engineering organisation capable of providing multi-disciplinary design support for a two-stage design delivery programme:
Phase One - Scheme Design (mid-2026 to mid-2027; approx. 12 months)
* Embedded delivery model, integrating Delivery Partner engineers into the NRS project team.
* Delivery Partner engineers to be represented on-site/in-team (Malton/Winfrith) for the duration of the phase.
* Collaborative delivery of the Scheme Design culminating in a Design Authority Review 3 (DAR3).
* Emphasis on shared planning, integrated decision-making, and joint ownership of design maturity.
Phase Two - Detailed Design (mid-2027 to late-2028; approx. 14 -16 months)
* Delivery of multiple engineering design work packages under a single contract.
* Supplier will manage, resource and deliver all delegated design packages.
* It is anticipated that selected engineers from Phase One will remain part of the integrated project leadership team, while also guiding design teams within their parent organisation.
* NRS will act as:
o Design Authority and CDM Principal Designer
o Integrator & coordinator of selected, specialist equipment
o Contract & interface manager for all project contributors.
The Delivery Partner will be expected to demonstrate strong design governance, robust configuration control, and experience in complex, multi-disciplinary design integration.
3. What NRS is Seeking from the Supply Chain
At this stage, NRS invites expressions of interest from suppliers who can demonstrate:
* Proven delivery of ME&I, building services and civil engineering design capability in complex projects.
* Ability to embed senior engineering personnel into an integrated client organisation.
* Experience of and willingness to embrace a collaborative and integrated project delivery team, with multiple suppliers represented.
* Experience delivering Scheme and Detail design in a two-stage model.
* Organisational capacity and capability to deliver multiple concurrent work packages under a unified contract.
* Strength-in-depth and flexibility across multiple technical disciplines to enable reach back to support emergent project issues as required.
* Strong safety culture, security compliance and quality assurance processes.
