The justification for this decision, as required by relevant regulations, is that the Council is satisfied that: * the modification is clearly and unambiguously provided for in the contract * the modification does not render the contract or framework agreement materially different in character, and; * less than 25% of the lifetime value of the original contract or framework agreement when it was entered into or concluded. * the modification has been assessed under Regulation 13, which governs when healthcare contracts may be modified during their term without triggering a new procurement process. * the modification is necessary to ensure continuity of a critical health service, avoiding disruption that would negatively impact patient outcomes. * no alternative provider is realistically able to mobilise the service without risk to continuity; therefore, a competitive process would not offer additional value and may compromise service stability.
