Summary of the contracting process

The procurement process initiated by Leeds City Council focuses on the enhancement of health and social work services under the Well Wave Plus: Open Access and Equity contract. This contract aims to provide equitable access to health services for young people in Leeds, specifically targeting those aged 13-24. This tender is currently in the active stage, with a submission deadline set for 20th May 2026. It falls under the services category, with a projected value of £300,000 and covers the period from 1st October 2026 to 30th September 2029. The procurement method being utilised is an open procedure, making it accessible for a range of service providers within the UKE42 region, particularly Leeds.

This tender offers significant opportunities for businesses specialising in non-clinical health and social services, particularly those experienced in youth outreach and support. Organisations adept at delivering culturally sensitive healthcare measures, and those with a focus on equity and inclusion, will find this an ideal opportunity to expand their services. By employing dedicated workers to enhance existing services for young people, successful bidders will be positioned to influence community health outcomes positively. Given the open procurement methodology, businesses across the region that wish to contribute to the continued development and accessibility of youth services in Leeds should consider participating in this tender.

Notice Title

Well Wave Plus: (Open Access and Equity)

Notice Description

The Well Wave Plus: Open Access and Equity contract will complement and enhance the existing Well Wave service. Well Wave is a city wide, universal offer for young people aged 13-24, overseen by the Leeds City Council Public Health team. Trained workers offer confidential, non-clinical relationships and sexual health support, where young people can explore ideas, build skills and access free condom products, lubricant, and pregnancy testing, plus STI self-screening kits. These drop-in services are located within organisations where young people already attend. This contract will enhance current provision by introducing specialist, dedicated Well Wave Plus workers with the skills to engage and appropriately support most at risk, least well-supported and seldom seen young people aged 13-24 years old. Currently, most workers trained to deliver Well Wave provide the service voluntarily within their substantive roles (e.g. in youth clubs or educational settings). Under this contract, dedicated workers will be employed solely to deliver and promote Well Wave services, without constraints on location or caseload. These workers will focus on ensuring equity of access for seldom seen, marginalised or under pressure young people by developing and delivering flexible, accessible, and culturally sensitive Well Wave outreach in appropriate community settings.
