Summary of the contracting process

Kent County Council is planning a new supported living service for adults with learning disabilities, physical disabilities and mental health needs. It was initially described as a single contract combining supported living and residential care, alongside the Supporting Independence Service, currently delivered through the Care and Support in the Home contract, and Positive Behavioural Support. The council has since decided to procure residential living and supported living as separate contracts. This process now concerns supported living; the residential living service is being taken forward separately. The service will be delivered in Kent. The council is seeking input on specification annexes covering landlord responsibilities, supported living design, standard and complex service delivery, and protocols for background and one-to-one hours.

This process is at the planning stage; there is no invitation to tender. Kent County Council has separated the planned residential living and supported living services into independent procurements. The supported living procurement is expected to follow at a later date, with timescales to be communicated later. The council has not yet set out a procedure, evaluation approach, contract value or contract duration for this separate service. Earlier planning information described a combined service with an indicative start in June 2027, an end in May 2032 and a possible extension to May 2037, and an estimated value of £3.02 billion. These figures relate to the earlier combined plan and should not be treated as confirmed terms for the separate supported living contract. Market engagement on specification annexes was planned for 29 April 2026, with registration by 22 April.

The planned service is relevant to providers experienced in supported living for adults with learning disabilities, physical disabilities or mental health needs. The council is developing specification annexes on landlord responsibilities, supported living design, the distinction between standard and complex service delivery, and protocols for background and one-to-one hours. Providers with practical expertise in these areas could help shape the service requirements through the focused market discussion. The engagement invitation limited attendance to two representatives per provider and invited participants to share feedback on the annexes and the specification’s development. Residential care providers should note that the residential living service is being procured separately, while suppliers interested in the future supported living contract will need to await further procurement information. No specific qualifications, accreditations or capacity thresholds are set out in the current planning information.
