Summary of the contracting process

Cumberland Council commissioned a residential short-break service for adults with learning disabilities and/or autism. The service provides overnight stays, activities and support for people with high-level support needs, including personal care and health needs where required. It is intended to complement existing services, support assessed needs, and help people continue living in their own homes when their regular carers need a break. This is a social work and related service, delivered in the Carlisle area. The council is the public-sector buyer. The requirement is a care service rather than a construction, equipment or general facilities contract, and is relevant to providers able to operate suitable residential accommodation and deliver specialist support to adults with learning disabilities and/or autism.

The procurement is complete and has been awarded following a below-threshold open competition. Carlisle Mencap Limited was selected, and the contract was signed on 11 August 2026. The one-year contract runs from 1 September 2026 to 31 August 2027. Its value is £344,138.69 excluding VAT, or £412,966.43 including VAT. The tender submission deadline was 12 June 2026 at 10:30. Evaluation gave 60% to quality, 35% to price and 5% to social value. The requirement was a single lot, suitable for SMEs and voluntary, community or social enterprises. Cumberland Council have commissioned a provider to provide Residential Short Breaks for Adults with Learning Disabilities and/or Autism. Residential Short Breaks complement the range of services currently available to adults with a learning disability and / or who are autistic and forms part of the range of options available to meet people's assessed needs. Short breaks can have a significant positive impact on someone's independence and choice by enabling them to continue living in their own home by providing support they can access when their regular care giver needs to take a break from their caring responsibilities.

Planning Information

Cumberland Council is in the process of commissioning a one year contract for a Residential Short Breaks for Adults with a Learning Disability and/or Autism service based in Carlisle.
