Summary of the contracting process

Cumberland Council commissioned a residential short-break service for adults with learning disabilities and/or autism. The service provides overnight stays, activities and support for people with high-level support needs, including personal care and health needs where required. It is intended to complement existing services, support assessed needs, and help people continue living in their own homes when their regular carers need a break. This is a social work and related service, delivered in the Carlisle area. The council is the public-sector buyer. The requirement is a care service rather than a construction, equipment or general facilities contract, and is relevant to providers able to operate suitable residential accommodation and deliver specialist support to adults with learning disabilities and/or autism.

The procurement is complete and has been awarded following a below-threshold open competition. Carlisle Mencap Limited was selected, and the contract was signed on 11 August 2026. The one-year contract runs from 1 September 2026 to 31 August 2027. Its value is £344,138.69 excluding VAT, or £412,966.43 including VAT. The tender submission deadline was 12 June 2026 at 10:30. Evaluation gave 60% to quality, 35% to price and 5% to social value. The requirement was a single lot, suitable for SMEs and voluntary, community or social enterprises. The procurement used the light-touch regime and allowed electronic submission through the council’s procurement portal.

This contract shows a defined local requirement for residential short breaks for adults with learning disabilities and/or autism, including overnight accommodation, activities, personal care and health support for people with high-level needs. A credible future competitor would need registration with the Care Quality Commission to deliver care to people with learning disabilities and/or autism, held for at least 12 months before service commencement, together with a current CQC rating of good or above. It would also need to own or rent a suitable building in the Carlisle area, fit for the service specification. Strong quality evidence is particularly important because quality carried the greatest evaluation weighting, alongside competitive pricing and demonstrable social value.
