Publication of a modification notice in the Official Journal of the European Union is no longer appropriate. It is considered that the modification of this contract is permitted in accordance with regulation 72(1)(b) of the PCR 2015 as the amendment is for additional services by the original contractor that have become necessary and a change of contractor cannot be made for made for economic or technical reasons. Further a change in contractor would cause both significant inconvenience and substantial duplication of costs for the Authority. Any increase in price from the modification does not exceed 50% of the value of the original contract."
