Summary of the contracting process

The Department for Energy Security and Net Zero is seeking an external provider of Acceleration Support for the Heat Pump Ready Round 2 Innovation Funding Competition. The service will support grant-funded research and development projects addressing barriers to heat-pump deployment and help innovations progress towards market entry. The provider will work alongside funded projects, supporting commercialisation, collaboration, dissemination and social value activities. Delivery covers the United Kingdom. This is a professional and specialist business support service rather than the supply of heat-pump equipment or installation works. The buying organisation is a central government department, and the opportunity is structured as a single requirement. The service is intended to address barriers that grant funding alone may not overcome.

The procurement has reached tender: DESNZ has invited offers through an open procedure. It is a single-lot requirement with an estimated value of £1,840,000 excluding VAT (£2,200,000 including VAT). The contract is planned to run from 1 December 2026 to 31 March 2030, with an extension option that could extend the maximum period to 30 November 2030. Questions must be submitted by 7 August 2026 at 01:00, and tenders by 9 September 2026 at 01:00. The expected award decision date is 19 October 2026. Electronic submission is allowed in English. Bids will be evaluated equally on commercial factors, weighted 50%, and technical quality, weighted 50%, as defined in the invitation to tender.

This opportunity suits SMEs, voluntary and community organisations, and specialist consultancies able to support innovation projects from research and development towards commercialisation. Relevant capability includes helping organisations overcome market-entry barriers, develop commercial approaches, build collaborations, communicate or disseminate innovation, and deliver social value. Suppliers should be able to work alongside multiple grant-funded projects and provide support across the United Kingdom over a multi-year programme. The requirement is likely to suit organisations combining commercialisation expertise with partnership management, innovation support and effective communication. A critical eligibility point is that the appointed provider, and organisations involved in delivering its services, cannot apply for or participate in the Heat Pump Ready Innovation Funding Competition or a future independent evaluation contract.

Notice Title

Heat Pump Ready (Round 2) - Acceleration Support Provider

Notice Description

The Department for Energy Security and Net Zero (DESNZ) intends to procure an external provider to deliver Acceleration Support services alongside the Heat Pump Ready (HPR) - Round 2: Innovation Funding Competition (a grant funding programme). This notice is published to inform the market of DESNZ's intentions and to support preliminary market engagement; it does not constitute a commitment to proceed with a procurement. The Innovation Funding Competition is an innovation programme providing grant funding to support research and development projects that address key barriers to the deployment of heat pumps, with the aim of supporting innovations to progress towards market entry by 2030. Acceleration Support will be delivered in parallel with grant-funded activity by an external provider and is intended to help projects address barriers to market entry that may not be overcome through grant funding alone. The support is expected to cover areas including commercialisation, collaboration, dissemination and social value. To manage conflicts of interest and ensure fair competition, the appointed Acceleration Support provider, and any organisations involved in delivering these services will not be eligible to apply for, or participate in, the Heat Pump Ready Innovation Funding Competition or future independent evaluation contract
