Summary of the contracting process

The Greater London Authority (GLA) is currently in the planning stage for a major procurement titled "Homes Off the Streets Clearing House and Tenancy Sustainment Teams". This initiative falls under the services category and primarily engages in health and social work services. The procurement is set to serve the region of London, facilitating a pan-London coordination service for landlords, support services, and sleeping rough services. Carried out by Transport for London on behalf of the GLA, this open procedure aims to commence on 16th November 2026 and run until 15th November 2029, with a possibility of renewal. Potentially interested parties should note the next communication is scheduled for 27th April 2026.

This procurement presents substantial growth opportunities for businesses involved in social housing management and support services. It is particularly suitable for organisations specialising in floating support and tenancy sustainment. By participating, businesses can leverage their services to assist tenants, offering support across employment training, education opportunities, and facilitating positive transitions when the scheme is no longer needed. The open procedure ensures broad accessibility for qualified service providers, making it an attractive prospect for firms seeking to expand their strategic partnerships and impact within the social housing sector in London.

Notice Title

Homes Off the Streets Clearing House and Tenancy Sustainment Teams

Notice Description

The Clearing House is a pan-London coordination service for a partnership of landlords, floating support services (also commissioned by the GLA - see Tenancy Sustainment Teams), and rough sleeping services. This partnership facilitates access for people with a history of rough sleeping to over 3,700 one-bed social homes in the capital, with floating support. The Tenancy Sustainment Team (TST) is a pan-London floating support service which provides floating support to tenants of homes in the Clearing House scheme. Currently the TST has three main aims: to support tenants to sustain their tenancy, to facilitate access to employment training and education (ETE) opportunities, and to support positive move-on from the scheme when it is no longer needed.
