Summary of the contracting process

Bournemouth, Christchurch and Poole Council has commissioned a project titled "Design Lead for Linwood School Satellite Expansion", falling under the services category and specifically targeting architectural design, consultative engineering, and construction consultancy services. Located in the UKK24 region of the United Kingdom, the procurement process transitioned from tender to award stage as of the 2nd of July, 2026. Utilizing an open procedure procurement method, the council sought to engage a Principal Designer to oversee the transformation of the former Parkfield School site into a new campus for Linwood Special School, accommodating pupils with a range of specialised needs across various educational stages. The contract spans from 16th July 2026 to 15th July 2029, with an award amount totalling £287,340, inclusive of taxes.

This procurement presents significant opportunities for businesses, particularly those in architectural and construction consultancy sectors, by engaging in a project intended to enhance educational facilities for specialised needs. Businesses with expertise in educational design, particularly those understanding the nuances of Building Safety Act regulations and CDM 2015, are well-suited to compete in similar future opportunities. With a strong emphasis on quality, price, and social value in the selection criteria, SMEs may find ample room for growth and participation, given that 15 out of 16 final stage bids were from small and medium enterprises (SMEs). This project illustrates potential avenues for growth in delivering architectural and consultation services for public sector clients expanding educational infrastructure.

Notice Title

Design Lead for Linwood School Satellite Expansion

Notice Description

Linwood School is a Special School with the main campus (Linwood Campus) located on Alma Road in the Winton East Ward. Due to rising need for specialist places, the school has expanded into a number of satellite sites in Poole and Bournemouth and has also significantly increased the number of pupils on the main campus. The purpose of the project is to adapt the former Parkfield School site into a campus of Linwood Special School. The primary changes required are to adapt a building intended as an all-through school for mainstream pupils into a school for KS2 (aged 7-11) through to KS5 (aged 16-18) pupils with a variety of specialist needs including Autistic Spectrum Condition and Social Emotional and Mental Health Needs. This procurement exercise is to obtain the professional services of a suitably qualified architect to act as Principal Designer under CDM 2015 regulations and Principal Designer (as defined under the Building Safety Act 2022) and lead a team of specialist consultants from RIBA Stage 2 (Concept Design) to RIBA Stage 6 (Handover). The Design Lead, thus appointed will form part of the procurement team who, working alongside members of the council's in-house client team, will procure the services of the remaining professional advisors to design, specify and manage the proposed package of works.
