OPTIMA HEALTH UK LIMITED was selected on 29 July 2026 for £888,064 excluding VAT (£1,065,677 including VAT). The contract is due to run from 1 October 2026 to 30 September 2029, with a one-year extension option to 30 September 2030. The award standstill ends on 20 August 2026, and signature is scheduled for 31 August 2026. There was one lot. Evaluation weighted quality at 65% and price at 35%; quality included service delivery, implementation, health surveillance, equality, diversity, inclusion and social value. It would also need to operate a confidential counselling and information service continuously throughout the year, with counsellors accredited by the British Association for Counselling and Psychotherapy or an equivalent body. Suppliers should also be able to provide clear, competitive pricing and meet the Council’s economic and technical requirements.

Notice Description

The procurement procedure was an open, above threshold procedure in accordance with the Procurement Act 2023 (PA23) and is designated light touch in accordance with section 9 of PA23. City of Wolverhampton Council has procured a professional service supplier for the provision of an Occupational Health service and Employee Assistance Programme from October 2026 for its workforce of approximately 4,500 employees. The proposed provision will ensure continued compliance with key legal obligations under the Health and Safety at Work Act 1974 and the Equality Act 2010. It will provide a structured framework for prevention, early intervention, and rehabilitation, supporting safe working practices and reducing health-related risks; supporting the Council to meet its duty of care to protect employee health and safety, make reasonable adjustments for those with disabilities and promote equality in the workplace. Occupational Health: this service engages with a professional service supplier for the provision of an Occupational Health Service (OH). The service will deliver a high quality, clinical service that will support the Council to undertake health assessments such as (but not limited to); pre-employment checks, management referrals (nurse or physician lead), medical ill-health retirement assessments and health surveillance (noise, respiratory, Hand Arm Vibration (HAVs), driving, skin, night working etc). Employee Assistance Programme (EAP): this service will implement a 24/7, 365 days a year Employee Assistance Programme (EAP) to provide a confidential counselling and information service to assist employees with personal or work-related problems that may be affecting health, wellbeing and/or performance. Counsellors delivering this service will be a BACP-accredited registered providers or equivalent (or equivalent accreditation). This contract may be utilised by other Contracting Authorities (public sector bodies) that have an agreement with the Council through a Service Level Agreement (SLA). These may include but are not limited to schools, academies and tenant management organisations (as listed below). Services will be provided to Service Users in these Contracting Authorities; however, the Contract will continue to be managed by the Council. Orders will be raised and invoices paid by the City of Wolverhampton Council. The list of Third-Party Organisations will be subject to change throughout the duration of the Contract and will be notified to the provider via a deed of Variation, annually. The existing list of known contracting authorities (via agreed SLA) are appended to the contract - Annex 1 - which are subject to change prior to initial contract execution.
