Summary of the contracting process

Oxfordshire County Council is currently in the planning phase of a procurement process aimed at establishing the Residential Children's Home for Disabled Children, named Endeavour House, in Oxfordshire. This initiative falls under the category of welfare services for children and young people, specifically targeting SEND residential placements along with educational provisions for life skills development for teenagers. The procurement exercise seeks to generate interest and insights from potential providers through a preliminary market engagement planned for 29 April 2026 with responses due by 29 May 2026. Although this is not a competitive call, it helps articulate the Council’s service model and ascertain market capabilities in delivering a cost-transparent and strategic service response. The expected launch of the new service on 1 November 2027 will serve six children over five years with an option to extend for a further two years.

This procurement presents a significant opportunity for businesses specialising in welfare services for children and young people, especially those with expertise in SEND residential care. Given the block contract structure and a substantial five-year term with potential extension, enterprises familiar with managing long-term placements for complex needs can capitalise and expand their services within Oxfordshire. The suitability for SMEs and VCSEs suggests that smaller or community-focused enterprises can compete effectively, offering innovative approaches to childcare and schooling provisions. Engagement with Oxfordshire County Council during the planning phase allows enterprises to shape outcomes, promote strategic growth, and build lasting relationships within the public sector. The market engagement is a platform to explore anticipated challenges and target unmet needs in service delivery.
