Residential Children's Home for Disabled Children in Oxfordshire - Endeavour House
Notice Description
Endeavour House is a dual-purpose facility which addresses both the growing demand for SEND residential placements and additional school provision providing 14-16 school places with a focus on post 16 life skills provision (sixth form) in Oxfordshire. This is a block contract for 6 children and young people with a range of complex disabilities in Oxfordshire. 5 places will be at 100% occupancy in 52 weeks per annum and the 6th placement is for short term placement as and when required. The new service will launch on 01 November 2027 for 5 years with the option to extend up to 2 years in aggregate. Please note that project start date may change.
Planning Information
The aim of this exercise is to understand the provider market, shape the service model and generate interest in the potential procurement activity that the Council will carry out. It is also an opportunity for developing relationships with providers and gain insight on how they would approach the delivery of the service. To partake in this preliminary market engagement, potential providers can register on and access the Council's e-tendering system - Proactis on: https://sebp.due-north.com/ then click on the "Opportunities" tile to search for Residential Children's Home for Disabled Children in Oxfordshire - Endeavour House (reference:DN814667) and express an interest. A questionnaire on the following elements will be published on Wednesday 29 April 2026 to generate responses from potential suppliers that can deliver the service: 1. Experience and delivery model 2. Expansion and strategic direction 3. Cost transparency 4. Market interest 5. Indicative costing 6. Staffing model 7. Anticipated challenges 8. Barriers to engagement 9. Further contact 10. Additional information Please note that any commercially sensitive information supplied by providers will be stored confidentially and will not be disclosed to any third party. Also note that this is neither a call for competition nor a procurement exercise
