Notice Description
Market Engagement Questionnaire for Architects Consultancy Services Framework Agreement. Sovereign Network Group has advertised the Market Engagement Questions on the portal (https://in-tend.org/) (https://in-tendhost.co.uk/sovereign/aspx/Home) and we have provided a Response document in the portal for you to complete your answers to the below questions, respond to the opportunity to provide Architects Consultancy Services. Sovereign Network Group is seeking to establish a maximum of 30 Framework Agreements for provision of Architects Consultancy Services across two main Lots with Lot two having 3 sub-lots (lots 3, 4, & 5) detail to be provided in tender documents), to be used by Sovereign Network Group and any of its affiliates, subsidiaries, Joint Ventures and Special Purpose Vehicles; most of these are listed as: * Sovereign Housing Design and Build Limited (Company Number: 06195779) * Sovereign Housing Developments Limited (Company Number: 07233624) * Sovereign Advances Limited (Company Number: 06927929) * Sovereign Housing Capital plc (Company Number: 06992513) * Sovereign Living Limited (FCA Registration Number: 26400R) * Sovereign Housing Partnerships Limited (Company Number: 07174978) * Sovereign Housing Property Services Limited (Company Number: 08758536) * Spectrum Premier Homes Limited (Company Number: 02914932) * SNG Community Foundation (Company Number: 15863401) * Network Homes Investments Limited (Company Number: 6105444) * Network Affordable Developments Limited (Company Number: 9038196) * Network Treasury Services Limited (Company Number: 6424065) * Network New Build Limited (Company Number: 4076854) * SW9 Community Housing (Company Number: 9574528) * This list may be amended throughout the duration of the framework period, as we may need to add other Joint Ventures (JV's) and Special Purpose Vehicles (SPV's). It is expected that the Framework Agreements will commence on approximately 1 October 2026 and last for a period of 4 years. Each Architects Consultancy Services Framework Agreement, is anticipated to be divided into the following five Lots: * Lot 1 - Master Planning Architect Services shared across all three SNG Regions / Localities (West, South, London & East). (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term) * Lot 2 -Housing Architect Services shared across all three SNG Regions. / Localities (West, South, London & East). (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term). Note: Lot 2 has additionally three sub-lots for Housing Architect Services (Reserved for SME's only) specific to each of the three SNG Regions / Localities, where local knowledge is required. Example - we reserve the right to compete the requirements for Lot 2 with Consultants across all Regions with Consultants in Lot 3 West Region, when the requirement is for West Region.) * Lot 3 - Housing Architect Services West Region / Localities (Reserved for SME's only). (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term). * Lot 4 - Housing Architect Services South Region / Localities (Reserved for SME's only). (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term). * Lot 5 - Housing Architect Services London & East Region / Localities (Reserved for SME's only). (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term). SME definition: SME stands for Small and Medium-sized Enterprise, referring to businesses whose personnel numbers and turnover fall below certain thresholds. In the UK, an SME generally has fewer than 250 employees, and an annual turnover under EUR50 million. SMEs are categorized into micro (fewer than 10 employees), small (fewer than 50 employees), and medium-sized (fewer than 250 employees). Information regarding our office locations in southern England is shown in the locations map attached. Responses to the Pre-Market Engagement will inform the next stages of the process. This will include the release of a Procurement Specific Questionnaire, and the release of an Invitation to Tender for those who qualify. Our intention is to evaluate responses and award a maximum of 30 Framework Agreements across all Lots (details to be provided in the tender documents), which will be ranked based on quality and commercial responses to the ITT. Each Call-Off will be appointed under the Framework Agreement. The Call Off documents will inform the specific needs for the location and task. The process of appointment will be based on either * Mini Competition (with specific responses to the Call Off documents), or * Direct Award. Details of the Call-Off appointment arrangements, will be included in the Invitation to Tender documents. There is no guarantee of work. We anticipate release of the Consultancy Services framework opportunity, being advertised on In-Tend portal (https://in-tend.org/) in May 2026.
Planning Information
Completion of the Pre-Market Engagement phase using the Form provided. Later stages will include completion and return of the PSQ (Procurement Specific Questionnaire) and the ITT (Invitation to Tender) documents to selected respondents. Note: Lot 2 has additionally three sub-lots for Housing Architect Services (Reserved for SME's only) specific to each of the three SNG Regions / Localities, where local knowledge is required. Example - we reserve the right to compete the requirements for Lot 2 with Consultants across all Regions with Consultants in Lot 3 West Region, when the requirement is for West Region.) The mini competition process will be outlined in the tender documents.
