Summary of the contracting process

Sovereign Network Group has established a framework for architectural consultancy across its housing and development activities. It covers two services: masterplanning architecture and housing architecture, including design and related architectural consultancy. Work is intended across the buyer’s West, South, and London and East regions, including adjacent counties; the geographic areas are not exclusive and may extend to surrounding areas if requirements arise. The framework can be used by Sovereign Network Group and its affiliates, subsidiaries, joint ventures and special-purpose vehicles. It is intended to support requirements across the group rather than a single named project. The services fall under architectural design services (CPV 71220000).

The procurement is complete and two awards have been made through a selective competitive flexible procedure to establish a closed framework. The award date for both lots was 25 September 2026. Lot 1, masterplanning architecture, was awarded to six suppliers: Allford Hall Monaghan Morris, Allies and Morrison, Feilden Clegg Bradley Studios, Hawkins Brown Architecture, Pitman Tozer Architects and Stride Treglown; its awarded value is £6 million including VAT. Lot 2, housing architecture, was awarded to 24 suppliers, including Alison Brooks Architects, Archio, Atkins Walters & Webster, Barefoot Architects, BPTW, Cartwright Pickard, Clifton Emery Design, Ferguson Mann, Gort Scott, GRID Architects, Haworth Tompkins, Henley Halebrown, HTA Design, Jestico + Whiles, Karakusevic Carson, Levitt Bernstein, Mae Architects, Mikhail Riches, Pentan, Pollard Thomas Edwards, Proctor and Matthews, PRP, RCKa and Tate and Company; its awarded value is £18 million including VAT. Both frameworks run from 6 October 2026 to 30 September 2030. Evaluation weighted quality at 60%, social value at 10% and price at 30% for each lot; selection assessed economic and technical criteria.

This award shows recurring demand from Sovereign Network Group and its wider group for masterplanning and housing architecture across southern England, with projects potentially extending into adjacent counties. A credible competitor would need to demonstrate strong architectural design quality and technical capability, alongside financial capacity to deliver consultancy requirements through a multi-year framework. Social value formed part of the assessment, so suppliers should be able to evidence relevant commitments and outcomes as well as competitive commercial offers. The selected field comprises established architecture practices, and the framework anticipates that individual requirements will generally be competed among appointed suppliers, with direct award reserved for exceptional cases. SMEs were identified as suitable for both lots, and the original procurement specifically sought to encourage SME participation; housing architecture also included SME-reserved regional sub-lots.

This is now the Tender Award Notice for establishing a framework for the provision of Architects Consultancy Services. Sovereign Network Group has advertised the Market Engagement Questions on the portal (https://in-tend.org/) (https://in-tendhost.co.uk/sovereign/aspx/Home) and we provided a market engagement process to provide Architects Consultancy Services. Sovereign Network Group is proposing a maximum of 30 Framework Agreements for provision of Architects Consultancy Services across two Lots; Lot 1 Masterplanning architects with 6 suppliers covering all regions (West, South and London & East) including adjacent counties and Lot 2 Housing Architects with 24 suppliers covering all regions (West, South and London & East) including adjacent counties. Please refer to our Localities / Regions attachment. It is expected that the Framework Agreements will commence on approximately 6 October 2026 and last for a period of 4 years. The Architects Consultancy Services Framework Agreements are anticipated to be based on the following Lot descriptions: * Lot 1 - Masterplanning Architects covering all regions (West, South and London & East) including adjacent counties. (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term) * Lot 2 -Housing Architects covering all regions (West, South and London & East) including adjacent counties. (These Regions are not exclusive, as we reserve the right to include Counties and surrounding areas outside the defined areas should requirements emerge during the Framework Term). Information regarding our office locations in southern England, is shown in the locations map attached. We anticipate some crossovers of suppliers between the lots and will result in a maximum of 30 architects being awarded framework agreements, for use by 6th October 2026 for a maximum of 4 years. We are keen to actively encourage SME's. The PSQ (Procurement Specific Questionnaire) was released with a draft copy of the Invitation to Tender and those potential suppliers who met the PSQ requirements who were confirmed by us in writing were progressed to the next stage - Tender stage. The appointed suppliers with framework agreements will be eligible to respond to our Call Off engagements, which will usually include a synopsis of our requirements as part of mini-competition appointment process. We reserve the right to Direct Award in exceptional circumstances. Details of the Call-Off process will be included in the Invitation to Tender documents. There is no guarantee of work.

Planning Information

Completion of the Pre-Market Engagement phase using the Form provided. Later stages will include completion and return of the PSQ (Procurement Specific Questionnaire) and the ITT (Invitation to Tender) documents to selected respondents. Note: Lot 2 has additionally three sub-lots for Housing Architect Services (Reserved for SME's only) specific to each of the three SNG Regions / Localities, where local knowledge is required. Example - we reserve the right to compete the requirements for Lot 2 with Consultants across all Regions with Consultants in Lot 3 West Region, when the requirement is for West Region.) The mini competition process will be outlined in the tender documents.
