Summary of the contracting process

The procurement process for the "North West NHS 111" service has undergone a contract modification under the Provider Selection Regime, specifically due to urgent circumstances permitted by the Health Care Services (Provider Selection Regime) Regulations 2023. This involves the NHS Lancashire and South Cumbria Integrated Care Board, located in Preston, acting as the buying organisation. The contract was initially set to end on 31 March 2026, but it has now been extended for an additional 18 months, with a new end date of 30 September 2027. This extension was initiated to allow time for a regional review and further direction from NHS England regarding the 111 service specification, maintaining continuity of this critical health service in the UKD region. The procurement stage has moved past the Tender stage, with the current focus on Contract Award and Modification.

This tender presents significant opportunities for businesses specialising in health services, particularly those capable of integrating with national emergency services like the 111 and 999 services. Companies with experience in providing healthcare services at a large scale could find this extended contract timeline advantageous, as it allows for strategic planning and potential future involvement in the recommissioning process. The North West Ambulance Service NHS Trust, already involved as a supplier, highlights the potential for collaborations with existing NHS service providers. With a substantial contract value and ample duration, businesses in the healthcare supply chain—especially those with the capacity to meet urgent service requirements—may find growth opportunities within such public health service contracts.

"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The modification was urgent due to the ICBs still awaiting NHS England to publish the outcomes of their review or provide any update to the 111 national specification which has delayed the recommissioning process at a regional level. The national reconfiguration of both NHS England and the ICBs has also stalled longer term commissioning plans and significantly impacted on resources. The need to re-procure Non-Emergency Patient Transport Services for the region has also created a significant pressure on resources which as such, the ICBs were faced with an urgent decision relating to the 111 service. NHS 111 is a nationally mandated service and a primary entry point for the public to receive urgent care. Not having this service would lead to more burden to the 999 service and Emergency Departments resulting in delays to critically ill patients receiving the care they need. The modification would provide an adequate window for ICBs to receive further national direction from NHS England, to undertake a regional review of the future specification, and time to conduct a full application of the provider selection regime. The review of the future specification and whether this includes full integration with 999 services, will determine the most appropriate PSR route for the longer-term contract award. These timescales should allow for the option to go out to competition if this is the agreed route, leaving a sufficient period for mobilisation of the future service."
