This open-procedure procurement has reached award and contract stage. Three active framework contracts were signed on 19 August 2026. The Architect Services lot was awarded to Ann Nisbet Studio, Wellwood Leslie Architects, AMP Architects, mackie ramsay taylor, Oliver and Robb Architects, Collective Architecture, Voigt Architects, ECD Architects, John Gilbert Architects, Bracewell, Smith Scott Mullan + Associates, and Halliday Fraser Munro, at an estimated £1,282,000. Quantity Surveyors was awarded to W.I. Talbot, WJR Mckay, Brownriggs, MB Langmuir & Hay, KLM Partnership, McCue & Porter and Armour Construction Consultants, at £2,060,000. Structural Engineer Consultants was awarded to Fairhurst, Narro Associates, Tetra Tech Consulting and Harley Haddow, at £336,000. Each framework is for 1,440 days. Evaluation was 50% price and 50% quality, covering methodology, communication, resources, and health and safety.

This procurement demonstrates recurring demand from five housing associations for multidisciplinary consultancy supporting housing maintenance, refurbishment and development across a large Scottish operating area. A credible future supplier would need the relevant professional qualifications for the chosen discipline, named and appropriately qualified staff, and the capacity to provide local or nearby resources for site visits. Evidence should include three relevant projects from the previous five years for each lot sought, ideally combining new-build work with improvement, refurbishment or reconfiguration projects and demonstrating experience of the geographical challenges. Financial capacity included £10 million employers’ liability insurance, £10 million public liability insurance and £5 million professional indemnity insurance, with higher cover potentially required for larger projects. Strong project management, communication, resource planning, CDM and health-and-safety arrangements would be central to competing effectively.

Projects will vary from improvements and refurbishments to conversions and new builds. It is important that consultants are familiar with the geography of the areas covered by this framework and have resources nearby for site visits. Quantity Surveyors

QS work is likely to relate to planned / cyclical maintenance programmes (kitchen & bathroom replacements, window replacements, heating upgrades, roof and render works etc) including preparation and issuing of tender documentation through PCS, or mini-competition, and assistance with administering works contracts.
