The London Borough of Brent procured statutory advocacy services jointly for Brent and the London Borough of Harrow. This award shows demand from two London boroughs for a provider able to deliver four statutory advocacy services across care, mental health and mental capacity settings. A credible competitor when this requirement returns would need to demonstrate the capacity to support people who have difficulty understanding complex legislation, and to represent their wishes about care, treatment and living arrangements. Experience across Care Act Advocacy, IMHA, IMCA and paid representation for relevant persons would align closely with the commissioned scope. The evaluation gave substantial weight to quality and also assessed social value alongside price, so providers should be able to evidence effective service delivery and a meaningful social-value contribution as well as competitive costs. The successful supplier, POWHER, is a large provider; the procurement was also considered suitable for SMEs and VCSEs.

Notice Description

The London Borough of Brent (the Council) is inviting tenderers to bid in this competition for the award of the Advocacy Service. Brent Council is also undertaking this procurement on behalf of the London Borough of Harrow for the commissioning of statutory advocacy services, including Care Act Advocacy, Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA) and the Relevant Person's Paid Representative (RPPR). Advocacy is available to Individuals who lack capacity, understanding of complex legislation and need support for their voice to be heard and their preferences to be known with regards to their care and medical treatments or where they live. Each Council will hold an individual contract for an initial term of three years with the provision for a single extension period of two years.
