Summary of the contracting process

Lancashire County Council is seeking providers to collect treated residual waste from Thornton Waste Recovery Park, transport it directly to treatment facilities, weigh it and recover it. The service covers up to 75,000 tonnes a year, divided into two lots of up to 37,500 tonnes each, with one provider to be appointed for each lot. Most waste is expected to travel in articulated vehicles carrying target payloads of 21–23 tonnes. Collections are generally required Monday to Friday, excluding bank holidays, with some Saturday morning collections needed. The work is delivered in Lancashire. This is a waste collection, transport and recovery service (CPV 90500000).

The buyer invited offers through an open procedure. The contract is divided into two lots, each valued at £19.85 million excluding VAT (£23.82 million including VAT). The total estimated value is £39.7 million excluding VAT (£47.64 million including VAT). Both lots have an initial contract period from 1 June 2027 to 31 May 2029, with possible extensions of up to 24 months. The tender submission deadline was 24 November 2026 at 11:00 UTC; the deadline for enquiries was 13 November 2026 at 12:00 UTC. The intended award date was by 18 January 2027. Evaluation gives price 90% and social value 10%, alongside pass/fail questions on facilities, transport and the recovery process.

The opportunity suits waste recovery operators able to collect and move treated residual waste from Thornton Waste Recovery Park and provide access to facilities capable of accepting and recovering it. Suppliers need sufficient capacity for their chosen lot and must accommodate reserve tonnage notified for each contract year, as well as occasional Saturday morning collections. Articulated vehicle operations suited to payloads of 21–23 tonnes are relevant. The buyer requires evidence of financial capacity, insurance, relevant experience and contract examples, subcontractor management experience, and health and safety arrangements. Providers should be ready to explain their facility details, transport arrangements and recovery process. Small and medium-sized businesses are considered suitable to compete.
