Summary of the contracting process

Warwickshire County Council procured residential care home block contracts for Pathway 2 short-stay beds, supporting people who are medically fit for discharge from hospital but cannot yet return home. The service covers social care assessment beds, moving-on beds and discharge-to-assess beds. Residents receive short-term residential care while they recover, environmental or social issues are resolved, and their longer-term care or support needs are assessed. Moving-on placements typically support people returning home, while discharge-to-assess placements support people whose needs have increased during hospital admission. Delivery is across North Warwickshire, Rugby and South Warwickshire. This is a social care and related services requirement, including the operation of suitable residential care home placements for adults leaving hospital.

The procurement has been awarded and the contract is active. It used an accelerated competitive flexible procedure under the light-touch regime, with conditions of participation, mandatory questions, cost, quality, presentations or clarification, award and tie-break stages. One lot was awarded on 4 August 2026 following 13 valid final-stage bids. Quality accounted for 80% and cost for 20%, both subject to pass/fail thresholds. The award and contract value is £28,981,475 excluding VAT and £34,777,770 including VAT. The contract was signed on 27 August 2026 and runs from 1 October 2026 to 30 September 2031, with extensions permitted up to 30 September 2036. Seven suppliers were awarded: Butts Croft Limited; Simply Care Group UK Ltd; Runwood Homes Limited; Serene Care Ltd; St Mary's Nursing Home Limited; Te Hira Care Home Limited; and WCS Care Group Limited.

This award demonstrates sustained demand from Warwickshire County Council for residential care homes able to support hospital discharge and short-term recovery. A credible future provider would need an operational care home setting, appropriately trained staff, reliable arrangements for assessment and rehabilitation support, and the capacity to manage residents whose needs may change before longer-term arrangements are agreed. Experience with discharge-to-assess, moving-on or comparable short-stay residential services would be directly relevant. The competition attracted both large providers and smaller care businesses, with eight SMEs reaching the final stage and one voluntary, community or social enterprise. Providers should therefore be able to evidence consistent quality, safe service delivery, flexible capacity across Warwickshire and effective coordination with adult social care and health services.

Notice Description

This was a retender of WCC Care Home Pathway 2 Residential Short Stay Bed Block Contracts (OCID ocds-h6vhtk-05496e/ Ref' WAR-0053) which has been terminated. Warwickshire County Council is seeking bids for care home block contracts for Pathway 2 Residential Short Stay Bed block contracts, commissioned for patients whose discharge from hospital is being led by Adult Social Care (currently short stay social care assessments beds and moving on beds). Pathway 2 Residential Short Stay Beds provide short-term residential care for people who are medically optimised for discharge from hospital but are unable to return home, therefore requiring a short stay in a care home setting to support their recovery and time for assessment for future needs. People will stay in the service until their assessment and ongoing arrangements have been determined. Moving On Beds: are for people that are medically fit for discharge and can return home but require further support and time before this can take place. People that use a MOB typically return home once environmental or social issues are resolved and have an average length of stay of 6 weeks. D2A Short Stay Beds: are for people that are medically fit for discharge whose needs have increased since their admission to hospital meaning they are unable to return to their normal place of residence. They require assessment and time to recover to understand their future requirements, whether this is to return home or to go into long term care. People that use a D2A Short Stay Bed have an average length of stay of 4 weeks. The Council is seeking to award approximately 52 D2A short stay beds and 8 Moving on beds across three Place areas in Warwickshire, these being North Warwickshire, Rugby and South Warwickshire.

Lot 1

Options: The Council expects to be flexibly purchasing up to 9 Pathway 2 Residential Short Stay Beds at any one time in addition to the 60 block beds, although the number of flexible beds that WCC are able to purchase is subject to change during the life of this contract. Any other additional services as required by the specification.

Renewal: The initial contract term will be for 5 years however the Council reserves the right to extend the contract by further periods not exceeding 60 months (60 months being the maximum available extension period) at the discretion of the Council based on the contract performance of the successful applicant.
