Summary of the contracting process

The procurement process under review pertains to the Waste & Resources Action Programme (WRAP), situated in Banbury, United Kingdom, which has directly awarded a 12-month services contract titled "Peru Water Roadmap Collective Action Project" to Good Stuff International B.V., a Netherlands-based organisation. This initiative falls under the services category, specifically focusing on environmental engineering consultancy services and will be executed in the Ica catchment, Peru. The contract, valued at £100,000, commenced on 1st July 2026 and will conclude on 30th June 2027. This direct procurement ensures continuity and momentum in the existing water governance framework, leveraging the supplier's established regional expertise.

This tender represents an expansive opportunity for businesses with strong capabilities in environmental consultancy, especially those experienced in water stewardship, programme coordination, and stakeholder facilitation. Given that the supplier, Good Stuff International B.V., holds a significant position entrenched in the regional landscape, businesses aiming for future involvement must demonstrate similar technical capabilities and local partnerships. Companies poised to benefit from the eventual competitive re-procurement anticipated for 2027 should prepare to showcase their ability to replicate the current supplier's success in delivering efficient and impactful services while ensuring alignment with the programme's goals and funding integrity.

Notice Title

Peru Water Roadmap Collective Action Project

Notice Description

Direct award of a 12-month services contract for delivery partner support to WRAP's Water Roadmap collective action project in the Ica catchment, Peru. The supplier will provide programme coordination and project management, stakeholder engagement and facilitation (including steering group and multi-stakeholder meetings), development and delivery of the July 2026-June 2027 workplan, monitoring and reporting against the agreed results framework, and related communications support. The services will maintain continuity of delivery and momentum in the development of the catchment collective action platform and associated upstream resilience and water governance activities.

Procurement Information

From a commercial / procurement perspective, a time-limited direct award for a period of up to 12 months is considered justified & proportionate under the principles of the PA23, on the basis that it secures continuity of a highly specialised, place-based service where competition in the short term would be unlikely to deliver equivalent value or outcomes. Commercial have been advised that the Supplier holds a uniquely embedded position within the region's water stewardship landscape, with established delivery infrastructure, trusted local partnerships, and alignment with parallel programmes that collectively underpin the success of the Collective Action Project; these characteristics are not readily transferable or replicable without significant time, cost, and risk to delivery. Introducing a new supplier at this stage would likely result in material disruption, duplication of mobilisation costs, and potential loss of co-funding and stakeholder confidence, thereby undermining value for money and programme impact. A 12-month direct award therefore represents a pragmatic interim measure that maintains delivery momentum while allowing WRAP to plan and undertake a compliant, competitive re-procurement for the longer-term solution (currently anticipated for 2027), ensuring alignment with transparency, proportionality, and responsible stewardship of funds.
