Taxi & Small Bus Service - Open Framework
Notice Description
Hull City Council (The Authority) is seeking tenders from interested organisations for the Taxi and Small Bus Service Framework. The Authority is developing an Open Framework which will consist of a range of Suppliers and specialisms to provide Home to School and Other Transport Services. The tender is an open tender procedure consisting of one stage process. The contract is anticipated to commence 4th November 2026 ending by 3rd November 2034. Further information regarding opening and closing of Frameworks is contained within Tender documentation (ITT Part 1) and will comply with Chapter 4, Section 49 of the Procurement Act 2023. The The Authority has estimated the value of the Services to be approximately PS4,000,000.00- PS7,000,000.00 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. The Framework will be divided into following category of vehicle: Category 1 - Up to 8 Seats (Taxi); Category 2 - 9 Seats and Above (Mini Bus) Category 3 - 16 Seats and Above (Small Coach) Category 4 - 21 Seats and Above (Coach) Category 5 - Adapted Taxis Category 6 - Adapted Minibus Category 7 - Adapted Large Vehicle Category 8 - Medical Transport Further information is contained within the tender documentation. Please ensure all tender submission documents are completed as detailed. Incomplete bids will be eliminated from further process.

"description": "The Hull City Council Taxi and Small Bus Open Framework scheme will be active for up to 8 years. There will be no maximum limit on the number of suppliers that will be allowed onto the Open Framework Agreement. All bidders that pass the selection criteria sections will obtain a place on the Open Framework within their chosen category of vehicle. The anticipated dates for the further re-opening of the Framework are as follows: May 2027 November 2027 November 2028 November 2029 November 2030 November 2031 November 2032 November 2033 November 2034 On re-opening of the Framework the Council may award the framework to an existing supplier by reference to- * A tender relating to an earlier award of a framework under the scheme, or * A tender relating to the current (reopening) award. The Council will engage with incumbent suppliers to understand on which basis they wish to participate, and the Supplier(s) will be required to formally declare in writing on what basis they wish to participate in the reopening exercise. Tenders received following a reopening event will be assessed in accordance with the methodology. Evaluation and Award Process and may result in Suppliers that had previously been awarded Framework Agreement(s) not being awarded subsequent Framework Agreements. If the Service Provider does not wish to amend their application but remain on the framework (framework 2 and so on) the Service Provider must confirm in writing, they wish to stay on the framework and shall not amend their original application. The Council reserves the right to use the Open Framework to make contract awards to Providers either with or without conducting further/mini-competitions.",
