UK TEST LIMITED was selected as the single framework supplier on 6 August 2026, after 10 initial bids and four final-stage bids. The award and contract value is £400,000 excluding VAT (£480,000 including VAT). The contract was signed on 1 September 2026 and runs from 1 October 2026 to 30 September 2028, with two one-year renewal options extending the possible end date to 30 September 2030. The award was subject to a standstill period ending on 19 August 2026. Price carried 80% of the evaluation, with organisational track record weighted at 12%, contract management and quality at 6%, and environmental performance at 2%. A 0.3% award-related fee applies under clause 12 of the framework agreement.

A credible future competitor would need a lead engineer able to hold City and Guilds 2382, 2391-52 and 2377 qualifications, with other engineers meeting the specified qualification combination. The business would also need SSIP health and safety accreditation, membership of an independent pre-qualification body such as Constructionline Gold or an equivalent, and accreditation through NICEIC, NAPIT or an equivalent body. Engineers require recent asbestos-awareness and working-at-height training, plus suitable access-equipment training where relevant. Enhanced DBS checks are required for all personnel. The framework was suitable for SMEs and voluntary, community or social enterprises, and final-stage bidders were all SMEs.
