Summary of the contracting process

London & Quadrant Housing Trust is procuring a multi-lot framework for the supply of brassware and bathroom and kitchen articles, with no installation or other works included. Lot 1 covers supply-only brassware for new-build developments. Lot 2 covers supply-only brassware for major works and refurbishment programmes. Deliveries are required across England, including London and the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, South East and South West. The framework is intended to provide continuity of supply, quality and value for money. L&Q expects to appoint at least two suppliers, although it may appoint more or fewer depending on the procurement outcome.

The procurement has reached tender: L&Q invited offers through a three-stage Competitive Flexible Procedure comprising a Selection Questionnaire, Invitation to Tender, and normally negotiation followed by a Best and Final Offer before award. It may award directly after the tender stage. The tender submission deadline is 9 November 2026 at 12:00 UTC, with award due by 14 January 2027 at 23:59 UTC. Each lot is planned to run from 27 January 2027 to 27 January 2031. Lot 1 is valued at £1,000,000 excluding VAT (£1,200,000 including VAT); Lot 2 at £2,000,000 excluding VAT (£2,400,000 including VAT). Evaluation for both lots is 60% quality and 40% price. The framework uses fixed Schedule of Rates pricing and may operate through direct awards, with or without reopening competition.

This opportunity suits manufacturers and established distributors able to supply brassware reliably for both new-build housing and major refurbishment programmes. Small and medium-sized enterprises are identified as suitable for either lot, so businesses do not need to pursue the full requirement to be relevant. Suppliers should be able to support a multi-year framework across England, maintain consistent product quality and provide dependable delivery at housing-programme scale. Commercial capability is important: bidders must provide fixed pricing for at least 12 months from framework commencement, work with Schedule of Rates pricing, and include plot-based rebates where applicable. The framework also requires social value equivalent to 1% of the end-of-year contract value, making relevant social-value delivery capability a consideration.

Details of any such activities, including the evaluation approach and scoring methodology where applicable, will be communicated to Tenderers in advance. * L&Q also reserves the right not to undertake Stage 3 - Negotiation and Best and Final Offer (BAFO) and may proceed directly to contract award following Stage 2 - Invitation to Tender (ITT) where it considers this to be appropriate. * Ensure commercial certainty and added value, requiring fixed pricing for a minimum of 12 months from Framework commencement, delivery of social value equivalent to 1% of the end of year contract value, and the inclusion of plot based rebates where applicable.
