Summary of the contracting process

Dover District Council procured coordination services for the Rough Sleeping Initiative and Rapid Rehousing Pathway, on behalf of Dover District Council and Folkestone and Hythe District Council. The requirement is a public-sector service focused on coordinating support for people sleeping rough and helping them move into settled accommodation through rapid rehousing pathways. It falls within health and social work services, as well as wider community, social and personal services. Delivery covers the Dover and Folkestone and Hythe district areas. The appointed provider is expected to work across local-authority boundaries and coordinate activity connected with homelessness, rough sleeping and rehousing. This is relevant to housing associations, homelessness charities, supported-housing providers and specialist social-care organisations with experience coordinating multi-agency services for people facing housing insecurity.

The procurement is complete and the contract was awarded to Alan White Housing Ltd. It used a below-threshold open competition, with one lot and evaluation based entirely on quality. The award was made on 3 July 2026, and the contract was signed on 23 June 2026. The contract runs from 3 July 2026 to 31 March 2029. Its value is £137,500 excluding VAT, or £165,000 including VAT. The tender had a submission deadline of 10 June 2026 at 12:00 and an enquiry deadline of 3 June 2026. The single lot was marked suitable for small and medium-sized enterprises. The selected supplier is Alan White Housing Ltd, an SME based in Deal, Kent.

This award demonstrates demand for a provider able to coordinate rough-sleeping and rapid-rehousing services across two district councils. A credible competitor for a future requirement would need practical expertise in homelessness prevention, rough-sleeping outreach, housing access and sustaining people in settled accommodation. It would also need to coordinate effectively with councils, housing providers, voluntary-sector organisations and other agencies, turning separate interventions into a coherent pathway for service users. The requirement suits an organisation with established local partnerships, reliable case and service coordination, and the capacity to manage delivery across more than one district. Experience working with vulnerable adults, understanding local housing options and the ability to evidence service quality would strengthen a future response.
