This initiative focuses on implementing a victim-focused forensic response model across Norfolk, building on a successful pilot by Durham Constabulary. The market engagement notice was published on 15th May 2026, with scheduled engagement events set for 31st July 2026. The project, valued at approximately £72,000 GBP, spans various community health and social services, aiming to enhance forensic medical support for domestic abuse victims. The procurement strategy involves a service contract to be initiated on 4th January 2027, potentially extending through to 3rd January 2029, with renewal options available.

Notice Title

Medical Examination for Victims of Domestic Abuse

Notice Description

7F Commercial Services is undertaking a soft market assessment on behalf of Norfolk Constabulary, to gain an understanding of the potential level of market interest in the future delivery of a victim-focus forensic response model. Operation Nightingale is a victim focused forensic response model, piloted successfully by Durham Constabulary and proposed for implementation as a 24/7 Norfolk pilot. The model ensures that any victim aged 18 or over who sustains injuries during a domestic abuse offence has rapid access to a Forensic Medical Practitioner (FMP). This provides timely, high quality forensic evidence, improved victim care, and strengthens early investigative and charging decisions. The estimated value set out in this notice is indicative only and has been included for transparency purposes. It is based on initial assumptions and does not represent a fixed or final budget. The Contracting Authority is seeking to better understand current market capabilities, delivery models, and appropriate commercial approaches for the services in scope. Accordingly, the Authority welcomes engagement with the market to help inform the final structure, scope, and value of the procurement. Information gathered through this process may influence: * The final contract value and pricing mechanism * The delivery model * The route to market and procurement procedure The Authority intends to use market insight to ensure the service is contracted in a way that achieves best value and aligns with market capability and innovation.
