Summary of the contracting process

Redcar and Cleveland Borough Council intends to establish a supported living services framework for adults with assessed care and support needs across Redcar and Cleveland. The services will cover supported living schemes, care in dispersed accommodation and outreach support. They are intended for people with a range of needs, including learning disabilities, autism, mental health needs and physical disabilities. The service model aims to promote independence while ensuring each person receives support that meets their assessed needs. This is a social care services procurement, delivered in Redcar and Cleveland.

The process is at planning stage: the Council has stated its intention to procure, and there is no invitation to tender yet. It expects to begin the procurement in late November or early December 2026, with a future procurement notice anticipated around 30 November 2026. The Council planned a Microsoft Teams market-engagement presentation for 14 October 2026 to explain the proposed service model, emerging priorities and intended procurement process. Providers were invited to register for the session by 9 October; questions were to be submitted afterwards, with answers shared through the OPEN e-tendering system. The planned procurement is an open procedure to establish a framework. The estimated value is £60.8 million excluding VAT (£72.96 million including VAT). The planned contract period runs from 1 October 2027 to 30 September 2035. It is a single lot.

This framework is suited to providers with the ability to deliver supported living and social care across both supported living schemes and dispersed accommodation, as well as outreach support. Providers should be prepared to support adults with varied assessed needs, including learning disabilities, autism, mental health needs and physical disabilities, while promoting independence and meeting individual care and support requirements. The breadth of provision and long planned service period point to a need for dependable delivery across multiple settings and sustained support for people over time. The Council has marked the procurement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so organisations of these types may consider preparing to participate when the procurement reaches the tender stage. No specific accreditation or qualification requirements are set out at this planning stage.
