Summary of the contracting process

Buckinghamshire Council is seeking one provider for integrated waste collection and street cleansing across Buckinghamshire. The service covers household residual, recycling, garden and food waste; clinical waste and sharps; bulky household waste; commercial waste; street cleaning; waste transfer stations; workshop operations; and materials management. It supports residents, businesses, visitors and local communities, with around 627,000 collections each week across approximately 245,200 properties. The contract also allows the Council to introduce a harmonised twin-stream recycling model for residents. The provider must procure new service vehicles, with capital funding intended from the Council, and the Council will provide sites for service delivery. This is a large, county-wide environmental and operational services requirement.

The Council has invited offers through a competitive flexible procedure, with stages for a procurement-specific questionnaire, initial tenders, dialogue and final tenders. The enquiry deadline was 6 October 2026 at 12 noon; the expression of interest deadline was 20 October 2026 at 12 noon. The planned contract period is 1 October 2029 to 30 September 2038, with an option to extend for up to nine years, to a maximum end date of 30 September 2047. The estimated maximum-period value is £1,086,409,703 excluding VAT (£1,303,691,643 including VAT), allowing for indexation, vehicle replacement and container costs. The procurement is a single lot. Quality carries 60% of the stated evaluation weighting and price 40%.

This opportunity is suited to an established waste and environmental services operator able to mobilise and run a complex, high-volume service across a whole county. Bidders will need capability across household and commercial collections, recycling, clinical and sharps waste, bulky waste, street cleansing, transfer station operations, materials management and fleet workshop services. The requirement calls for safe, resilient and efficient delivery, consistently high service quality, and performance that supports environmental objectives and customer satisfaction. Suppliers must be able to procure and operate suitable new vehicles, manage vehicle replacement and containers, and work from sites provided by the Council. Experience coordinating multiple waste streams and operational functions at scale will be relevant. The Council seeks a provider capable of adapting delivery to a possible twin-stream recycling model and maintaining effective service throughout a long-term contract.
