Summary of the contracting process

The Department for Education has initiated a procurement process titled "Future Data Collection: Surveying," aimed at enhancing data collection across the educational estate in the United Kingdom. As part of the planning stage, this initiative focuses on services within the building surveying industry category. The central aim is to enable the effective management of educational facilities through high-quality, timely data. The procurement process is planned to be conducted as an open procedure, with a significant contract valued at £45 million, potentially extending over a 3 to 5-year period starting from 1st September 2027 to 31st August 2032. Businesses interested in participating should take note of the future notice date set for 1st May 2027.

This tender represents substantial growth opportunities, particularly for small and medium-sized enterprises (SMEs) capable of delivering building surveying and data collection services. By participating, businesses can contribute to advancing the education sector's infrastructure efficiency, while leveraging the chance to secure long-term contracts. Moreover, the possibility of the project being broken down into lots enhances accessibility for different size firms, supporting various entry points into the procurement process. Companies with expertise in technical advisory, site inspections, and data management for educational infrastructure would find this tender especially suitable.

Notice Title

Future Data Collection: Surveying

Notice Description

FDC will develop a structure to collect granular, good-quality, timely and comparable data across the lifecycle of the education estate that enables RBs to manage their estate effectively and the Department to target investment, support and advice to drive better outcomes and opportunities for children and learners. This underpins the Education Estate Directorate (EED) vision to support brilliant education and care outcomes through an estate that is safe, sustainable and sufficiently sized. CDC programmes have successfully provided a credible picture of the condition of the school and college estate, informing the Department's ability to allocate funding where most needed. We want to build on these, whilst delivering the objectives of the EED Data Strategy, to support RBs to collect the full range of data they need to manage their estate (wider than condition). A number of Technical Advisors will provide Surveying Organisations (SO) services and conduct site visits, data collection and reporting activity. They will also support Responsible Bodies (RBs) in order for them to collect data themselves. This requirement may be broken down into lots. If this is broken into lots, our project may be suitable for SMEs. While an Open Procurement is listed as our route to market, we are also considering a call-off from Construction Professional Services (RM6165) or Construction Professional Services 2 (RM6356). The specific lot or lots will be determined as the project develops. This contract will have a lifespan of 3 to 5 years.
