Summary of the contracting process

The procurement process for a "Communities, Consultation & Engagement Framework" is being conducted by the West Yorkshire Combined Authority, under the planning stage as of 21st May 2026. This public authority is seeking to establish a framework aimed at commissioning suppliers to aid in delivering effective consultation and engagement activities. The framework includes three Lots with a budget of £4,000,000 over an initial two years, with potential extensions increasing the total period to four years. It falls under the "Other community, social and personal services" and "Health and social work services" categories, and the region of influence is UKE4 in the United Kingdom. The procurement follows an open procedure, allowing electronic submissions, with key deadlines on 4th June 2026 for inquiries and 18th June 2026 for tender submissions. The award is anticipated by 10th August 2026, with a contract start date on 24th August 2026.

This tender represents substantial opportunities for businesses specialising in consultation, engagement, and social research within the public sector. Companies experienced in creating strategic consultation frameworks, designing diverse methodological approaches, and effectively engaging varied community demographics will find this framework advantageous. Small and medium enterprises (SMEs) are particularly encouraged to participate, as attention to quality data analysis and reporting is crucial. Successful suppliers will collaborate closely with the West Yorkshire Combined Authority and potentially partner organisations, ensuring adherence to best practice standards and legislative guidelines, thereby enhancing their portfolio and footprint within the public sector landscape.

Notice Title

Communities, Consultation & Engagement Framework

Notice Description

The Combined Authority undertakes a wide range of consultation and engagement activities in order to ensure that its work best reflects public expectations and aspirations, is developed and implemented in ways that have public support and is progressed in partnership with key stakeholders. Due to the Combined Authority working at pace delivering projects on a variety of themes, through multiple methods and diverse audiences, the Communities, Consultation and Engagement Team is seeking to establish a framework to commission as needed suppliers to help us effectively and efficiently deliver our priorities. Framework suppliers will work closely with the Communities, Consultation and Engagement Team who will commission, manage and review the work being carried out. Our partner organisations may also commission work on this framework from time-to-time. The work carried out must adhere to best practice and guidance principles (including, but not limited to the Consultation Gunning Principles, the Public Sector Equality Duty, WCAG 2.2 level AA guidance). It should be informed by the Combined Authority's standards and approach to community consultation and engagement. The scope of the activities required is broad and may include delivery of full end-to-end consultation or engagement projects as well as small pieces of work that would contribute to a project's design and development or be part of the analysis / supporting documentation. Examples of the types of activities are: * Consultation and Engagement Plans - supporting the development and design of plans to consult or engage large populations. This could be on large projects or programmes that can involve working with multiple partners. * Methodology design and support - support for a broad range of activities to capture insight and feedback, such as surveys, workshops, focus groups - online, telephone, face-to-face, paper/post. * Targeted delivery - designing sampling frameworks and targeting communications to engage specific audiences and demographics and facilitate accessible participation. * Outputs and outcomes - ensuring quality data, analysis and reporting, with clearly articulated insights to be communicated effectively and accessibly to different audiences. All the above will be project or programme specific deliverables and could be driven by the Combined Authority or in partnership with external organisations such as local authorities. We envisage the framework to consist of 3 Lots and would be established for an initial two (2) year term with 1 + 1 x 12 month optional extensions to be applied creating a maximum contract term of four (4) years. The anticipated budget is PS4,000,000 across all Lots and for the full 4 year period if all extension periods are taken.
