Summary of the contracting process

Nottingham City Council intends to commission housing asbestos surveying and air-monitoring services to support its housing maintenance, construction and infrastructure programmes across Nottingham. The work covers asbestos re-inspections, management surveys, targeted refurbishment surveys and associated analytical services for the Council’s Housing Services teams. In practical terms, the requirement is for a reliable specialist supplier able to inspect housing assets, identify and assess asbestos risks, and provide analytical support for asbestos management and maintenance activity. The procurement is categorised as building surveying services. Delivery is centred on the City of Nottingham, for the Council’s housing stock and related maintenance operations.

This is a planned procurement at the pipeline stage: Nottingham City Council has announced its intention to buy the services, but has not yet invited tenders. The Council expects to use an above-threshold open procedure. It currently presents one planned lot, with an indicative contract period from 31 March 2028 to 30 March 2032. The Council expects the tender notice to be published by 31 December 2027. The estimated value is £4,200,000 excluding VAT, or £5,040,000 including VAT; the published value was updated because VAT had previously been miscalculated. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The planned requirement should suit specialist asbestos consultancies, building surveyors and analytical service providers with the operational capability to undertake asbestos re-inspections, management surveys and targeted refurbishment surveys in housing environments. Suppliers will need reliable survey teams, suitable analytical capacity and the ability to support Housing Services with clear, dependable information for asbestos management and maintenance decisions. Experience working across occupied or managed housing assets, coordinating site activity and producing accurate survey and analytical outputs would be relevant preparation. The Council has described the need as securing a reliable supplier, so businesses should be ready to demonstrate robust service delivery, quality control and capacity to support ongoing housing maintenance programmes. SMEs and VCSEs are explicitly identified as suitable participants when the tender reaches the market.
