Summary of the contracting process

NEUPC Ltd plans to procure an asbestos consultancy framework for its members and their partners. The services include asbestos surveying, analytical work, data collection such as air monitoring and clearance testing, and reports for customers. This is consultancy and testing work, not asbestos removal: a separate removal framework exists. Customers must have the right or licence to use resulting data and reports to inform and instruct asbestos removal contractors. The framework is intended for members of NEUPC, LUPC, NWUPC and SUPC, including members and partners outside those consortia’s geographic regions, whether or not they count as contracting authorities under the Procurement Act. Delivery is stated as across the United Kingdom.

The process is at planning: NEUPC has stated its intention to procure, but has not issued an invitation to tender. It expects to use an open competitive flexible procedure for a framework agreement. The estimated value is £10 million excluding VAT (£12 million including VAT). The planned contract period runs from 25 March 2028 to 31 March 2032. NEUPC expects to publish the next notice by 26 March 2027. Preliminary market engagement is planned through 15 January 2027, using possible approaches including direct contact with suppliers or market sectors. Suppliers can participate in that engagement without being barred from a later tender, but participation does not guarantee an invitation or a framework place. The tender documents are still being developed.

This is relevant to asbestos consultancy providers able to deliver surveying, analytical services, monitoring and clearance testing, data collection, and clear customer reports. Suppliers should be equipped to produce information that customers can lawfully use to instruct asbestos removal contractors, while recognising that removal itself is outside this framework. The planned framework would serve participating higher-education purchasing consortia and their members and partners, including organisations beyond the consortia’s stated regions. NEUPC is seeking technically capable suppliers’ input during market engagement to shape the procurement and tender documents. Suppliers interested in influencing that preparation can contact NEUPC through the engagement route; engagement participants remain eligible to tender later, but are not guaranteed an invitation or award. This is preparatory engagement, not a tender invitation.

Planning Information

NEUPC Ltd (NEUPC) wish to conduct preliminary market engagement (PME) with relevant and technically capable suppliers to assist the development of our procurement activity and preparing tender documents. Tender documents are not yet available. PME will take place up to 15/1/2027, using a variety of possible methods of engagement which may include NEUPC approaching relevant suppliers and/or sectors of the market directly. To participate, please email s.hogg@neupc.ac.uk For the avoidance of doubt, those participating in the PME will still be able to tender for the framework and it is anticipated that suppliers taking part in the PME will not be put at an unfair advantage when bidding for this framework. A record of the information shared and received as part of the PME will be kept to demonstrate how the information gathered is considered in the procurement. Suppliers participating in this PME are not guaranteed to receive either an Invitation to Tender (if Invitations to Tender are issued), or a place on any framework which may be awarded following a competitive tender process. Suppliers are advised to register in advance on NEUPC's e-tendering portal, and/or monitor the FTS, if they wish to participate in and bid for this framework. NEUPC's e-tendering portal: https://www.neupc.ac.uk/join/suppliers/register-become-supplier FTS: https://www.find-tender.service.gov.uk/Search/Results Suppliers must complete the relevant stages on the Central Digital Platform (CDP) to submit a Tender. Suppliers should be aware that CDP registration could be a prolonged process. Tender submission deadlines cannot be extended to allow for late supplier registrations to the CDP. Examples of guidance re PA23 and the CDP include: The guidance and FAQs produced by Government Commercial Function at: https://www.gov.uk/government/publications/procurement-act-2023-short-guides/the-procurement-act-2023-a-short-guide-for-suppliers-html Cabinet Office Information: To make it easy for suppliers to find this information, there is a dedicated supplier information page ( https://www.gov.uk/government/collections/information-and-guidance-for-suppliers ) on GOV.UK, including recordings of previous Get Ready webinar for suppliers and other external organisations (these sessions focused primarily on what the key changes are, how the central digital platform will work and a live demonstration), ‘how to’ videos, etc. Produced by UKUPC: Suppliers Introduction to Tendering under PA23 ( https://online.flippingbook.com/view/526539829/ ) which covers background information to the Act and key changes suppliers need to be aware of, as well as what they need to do to prepare.
