Summary of the contracting process

The London Borough of Brent is in the planning stages of a procurement process to appoint a Technical Design Partner for Housing Related Support (HRS) services. As part of this process, a Market Engagement Event is scheduled for 15th July 2026, from 10:30 am to 12 pm via Microsoft Teams. Interested parties have the opportunity to understand the Council's strategic objectives regarding the HRS services and provide feedback, helping to shape the procurement process. The industry category primarily falls under health, social work, and community services, with a significant focus on innovative delivery models involving social investment. The project is set to commence on 1st November 2026, with planned completion by 31st October 2030, potentially extending until 2032. The anticipated total contract value for this initiative is approximately £12.8 million over four years, with the possibility of a two-year extension.

This tender offers substantial business growth opportunities, particularly for organisations skilled in delivering outcomes-based service models and those with a background in social investment approaches. Prime contractors, voluntary, community and social enterprise (VCSE) organisations, and small to medium-sized enterprises (SMEs) could find this venture particularly rewarding. The procurement involves a competitive flexible procedure, and participation in preliminary market engagement does not influence the formal evaluation in the subsequent tender process. Businesses capable of innovative design, delivery approaches, and those looking to engage in partnership models will find this an excellent opportunity to collaborate with the London Borough of Brent, contributing to sustainable housing outcomes.

Notice Title

Technical Design Partner to source suitable providers for Housing Related Support services

Notice Description

The London Borough of Brent is issuing this Preliminary Market Engagement Notice in accordance with the Procurement Act 2023, to engage with the market ahead of a future procurement for Housing Related Support (HRS) services. In 2021, the Council awarded four Housing Related Support contracts on a 3+1+1 year basis. These contracts were previously managed by Adult Social Care and, following a service review, responsibility for the services will transfer to the Council's Housing Needs Service. The current contracts are due to expire on 31 March 2027. The Council intends to commission new, outcomes-based Housing Related Support services, with a focus on prevention, independence and sustainable housing outcomes. The Council is exploring an innovative delivery model and is seeking to engage with the market regarding a potential approach involving a social investment-backed design and delivery partner. This partner would work with the Council to design the service model and subcontract delivery to frontline Voluntary, Community and Social Enterprise (VCSE) organisations. The anticipated total contract value is approximately PS12.8 million over a four year term with the option to extend for a further two years. The Council is keen to engage the market at an early stage to help shape an outcome-focused service model and inform the future procurement strategy.
