Summary of the contracting process

The Environment Agency, representing the Department for Environment, Food and Rural Affairs (Defra), is in the planning stages for the procurement of services related to the Operation and Management of the Toxic Organic Micro Pollutants (TOMPs) Monitoring Network. This initiative falls under the industry category of air quality management and is set to take place in the United Kingdom, with a focus on monitoring ambient levels of Persistent Organic Pollutants (POPs) at various locations. The procurement process is intended to ensure the provision of data and quality assurance/control for the network, beginning on 1st January 2027. Interested parties can engage further by requesting additional information, which can be obtained by 5th June 2026, with a future notice planned for release around 16th July 2026. The contract period is scheduled from 2027 through 2031, with potential extensions up to 2032.

Small and medium-sized enterprises (SMEs) are particularly encouraged to express interest, given the suitability criteria outlined in the tender. The opportunity provides an avenue for businesses to contribute to national air quality monitoring efforts and engage in a contract that extends over several years, allowing for sustained business growth and the potential for long-term collaboration with a prominent public authority. Businesses that can demonstrate capabilities in handling environmental data and executing quality assurance protocols are well-positioned to benefit from this procurement process.
