Summary of the contracting process

PROSPER Procurement Limited, on behalf of PROSPER, established a multi-supplier framework for the supply and distribution of fitted kitchens, kitchen furniture and equipment, domestic appliances, and bathroom and kitchen articles (CPV 39141000). The framework supports registered social landlords, local authorities, educational establishments, NHS bodies, police, fire and rescue services, and registered charities. Delivery covers the UK through seven geographical lots: North, Central, South East, South West, Wales, Scotland and Northern Ireland. Each lot covers the full supply and distribution requirement for its area. The framework may be used by PROSPER members and other public sector contracting bodies across the UK, with call-offs made either directly or through a competitive selection process.

The procurement has been awarded following an open procedure. The award date was 28 August 2026. All seven lots were awarded: Lot 1 North to Joinery and Timber Creations, Richmond Furniture, J.T. Ellis and Company, J & J Ormerod, Dennis & Robinson and The Symphony Group; Lot 2 Central to those six suppliers; Lot 3 South East to J.T. Ellis and Company, J & J Ormerod, Joinery and Timber Creations, Dennis & Robinson, Richmond Furniture and The Symphony Group; Lot 4 South West and Lot 5 Wales to the same six; Lot 6 Scotland to those six plus Absolute Plumbing and Maintenance; and Lot 7 Northern Ireland to Joinery and Timber Creations alone. Each lot is valued at £750,000,000 excluding VAT and £900,000,000 including VAT. Contracts run from 11 September 2026 to 30 September 2030. Evaluation was quality 75%, price 20% and social value 5%.

This award shows sustained, large-scale public sector demand for suppliers able to provide and distribute complete kitchen packages, including fitted kitchens, furniture, appliances and associated bathroom and kitchen items. A credible future competitor would need reliable regional logistics and the capacity to fulfil the full requirement for its chosen geography, rather than supplying isolated products only. The framework was suitable for small and medium-sized enterprises, although competition varied by lot and Northern Ireland attracted one final-stage bid. Suppliers should be able to demonstrate strong quality performance, competitive pricing and meaningful social value commitments, since these formed the evaluation basis. The route also uses both direct call-offs and reopened competition, so suppliers need systems capable of responding to individual public sector requirements. A 2% retrospective rebate on paid call-off invoices was part of the commercial model.

The exercise will also provide an opportunity for Prosper to obtain insight into the likely level of interest in a proposed framework from the market.
