Summary of the contracting process

Kingston upon Hull City Council awarded a Physical Activity Clinical Lead service for children’s services in Hull. The service provides expert clinical insight and advocacy on physical activity across the health system, supports neighbourhood health and prevention, and links Active Hull with primary care. It also includes using the existing PACC role for Hull health professionals, contributing to the Active Hull healthcare pathway pilot, supporting active-practice development, championing movement across the health system, contributing to strategic group meetings, and evaluation and learning. The procurement is for healthcare services, classified under general-practitioner services. Delivery is centred on Hull and involves collaboration across primary care, public health, the NHS, Active Hull and wider local health partners.

This procurement has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023 using the Most Suitable Provider process, without a competitive call for competition. The award decision was made by Hull City Council’s Children’s Services governance arrangements. ANAND MEDICAL LTD was selected, and the contract is active. The award date is 24 July 2026 and the contract was signed on the same date. It is expected to run from 24 July 2026 to 31 March 2028, with an estimated lifetime value and contract value of £24,000 including the stated currency, GBP. The evaluation weightings were quality and innovation 30%, value 20%, integration, collaboration and sustainability 25%, access and health inequalities 15%, and social value 10%. One bid was recorded.

This award shows demand from Hull City Council for a clinically led physical-activity and prevention service embedded across local health systems. A credible future supplier would need professional registration, specialist expertise and PACC membership, together with the ability to provide high-quality care and demonstrate innovation. The requirement favours organisations with practical knowledge of integrated care systems, neighbourhood health models, primary care and public health, and established relationships with clinical, community and system partners. Strong proposals would need evidence of cost-conscious, prevention-led delivery, workforce development, stakeholder engagement and scalable service models. Capability to improve access, address health inequalities and support patient choice would matter, alongside demonstrable social value through community wellbeing, environmental responsibility, training and education. System leadership and clear evaluation arrangements are also relevant.
