Summary of the contracting process

Historic England has issued an invitation to tender (ITT) for a Building Conservation Framework specifically targeting specialist advice on paints and coatings technology for historic buildings. The tender, titled "ITT - Building Conservation Framework – Paints and Coatings Technology (UID 45)", falls under the industry category of research and development services and related consultancy services. It concerns services in the United Kingdom, with an open procurement method due to its below-threshold competition. The procurement is currently active with the tender period closing on 30 July 2026 at 09:30 and enquiry period ending on 23 July 2026 at 17:30. Those interested can submit their tenders electronically via Historic England’s procurement portal.

This opportunity creates a favourable environment for businesses specializing in paints, coatings, and building conservation to showcase their expertise and grow their portfolio by working with a central government authority. Companies with a background in chemistry, materials science, or historic building fabrics, and those capable of delivering evidence-based advice, are well-suited for participating in this framework. By joining the multi-supplier consultancy framework, businesses can secure work through call-off contracts or mini-competitions, leveraging their specialty, competitive pricing, and availability. The opportunity provides a chance for expansion and visibility in a niche sector that focuses on conserving historic substrates, offering long-term engagement until 2031 with potential extensions.
